AP: YSRCP alleges financial irregularities in Nellore Municipal Corporation

Nellore, Sep 30 (UNI) YSR Congress Party senior leader and former Minister Kakani Govardhan Reddy has alleged that the Nellore Municipal Corporation has become a hub of unchecked financial irregularities under Municipal Administration Minister P Narayana, with taxes sharply increased and civic works being divided into small packages to avoid open tenders.
Addressing the media at the YSRCP district office here on Wednesday, Govardhan Reddy displayed municipal budget documents, tender papers and agenda copies and said annual tax collections, which ranged between Rs.44 crore and Rs.66 crore during the YSRCP government, rose to Rs.111 crore last year, while the current target has been increased to Rs.154 crore.
“The water tax alone has been increased from Rs 7 crore to Rs 30 crore,” he claimed, adding that even poor households are being threatened with court and Lok Adalat proceedings for tax recovery. The Ex-Minister recalled that the previous government used 95 closed CLAP autos for door-to-door garbage collection at a cost of Rs.58.90 lakh per month and Rs.7.06 crore annually.
Govardhan Reddy alleged that the Chandrababu Naidu government stopped payments to the CLAP vehicles and introduced 126 tractors belonging to Prithviraj Constructions, paying Rs.1,32,750 per tractor per month, taking the expenditure to Rs.1.67 crore a month and Rs.20.07 crore annually. He questioned why open tractors are being used for garbage transportation and said the arrangement has increased expenditure by nearly three times.
Reddy further alleged that agreements worth Rs.26.74 crore were given to TPS for operating 19 sweeping machines, though four or five machines would be sufficient for a city like Nellore.
Stating that Rs.11.90 crore was awarded to SC Green Works for operating six compactors even though three would suffice, while corporation agenda papers referred to 24 compactors, he questioned expenditure of Rs.12,000 per tree, including Rs.5,000 for planting and Rs.7,000 for maintenance, and said works were being split into Rs.4.90 lakh packages to avoid tender procedures.
Govardhan Reddy challenged Minister Narayana to an open debate on the financial decisions and contracts of the Nellore Municipal Corporation.
