Arunachal: Concerns mount over civilian safety at Dolum Firing Range; State intervention sought

Itanagar, June 8 (UNI) Raising serious concerns over ongoing bombing activities by the Indian Air Force at the Dolum Firing Range, Arunachal Pradesh MLA Rotom Tebin, along with Panchayat leaders and senior citizens of Dollungmukh sub-division, met with Chief Secretary Manish Gupta and submitted a memorandum demanding immediate cessation of the bombings, citing the civilian safety risks.
The memorandum termed these operations “illegal” and hazardous to the civilian population, particularly in the context of the firing range lease, which expired on January 31 last.
It also demanded the Arunachal government to intervene directly with the IAF regarding the conditional two-year extension of the lease and to ensure full compliance with the MoU signed on April 20, 2023, in the presence of Union Home Minister Amit Shah. The MoU between the Governments of Arunachal Pradesh and Assam noted that all six villages under Dollungmukh sub-division fall within Arunachal's jurisdiction.
Despite this, the memorandum pointed out, the IAF continues to coordinate with Assam authorities, a move described as a "violation" of the MoU. Of the six villages, three are partially located within the bombing range, raising significant safety concerns.
“Our people are suffering every day due to the bombings. If any casualty occurs, who will take responsibility — the IAF or the Government of Arunachal Pradesh?” the memorandum questioned.
Additional concerns were raised about alleged illegal encroachments by the Assam Forest Department. The delegation urged the Arunachal government to ensure that the 2023 MoU is fully respected and implemented.
In response, the Chief Secretary, who was on a 2-day visit to the area to review final preparations for the commissioning of the 2000 MW Subansiri Lower Hydroelectric Project which is nearing completion, assured the Raga MLA-led delegation that the state government would examine the issues raised with due seriousness and take appropriate action.
