Bihar: Minister Jaiswal pulls up officials over slow land survey, seeks 15-day action plan

Patna, Sep 24 (UNI) Taking a stern view of the slow progress of the ongoing special land survey in Bihar, state Revenue and Land Reforms Minister Dilip Kumar Jaiswal today directed officials to prepare a special action plan for the next 15 days in districts and circles lagging behind the prescribed targets.
Reviewing the progress of the survey, Jaiswal said merely achieving numerical targets would not be enough and stressed that the accuracy of land records and timely completion of the exercise were equally important to protect the rights of landholders.
He directed officials to separately review districts and circles with poor performance, ascertain the reasons for the delay and prepare a time-bound action plan for improving progress.
The minister said land survey was not merely a process of measuring land but an important exercise to establish the correct landholder, plot number, area and land records.
“Unnecessary delay at any level will not be tolerated,” he said, adding that the survey must be conducted in a manner that inspires confidence among landholders.
Jaiswal directed officials to identify districts and circles that had failed to achieve the prescribed targets and review their performance separately.
Officials responsible for poor progress would have to explain the reasons for the delay and submit a corrective action plan with clear deadlines.
He said officials and employees who continued to perform poorly without valid reasons would be held accountable and appropriate action would be taken against them.
At the same time, officials demonstrating good performance would be encouraged.
The minister directed that the nodal officer should provide mauza-wise progress of all districts every Monday to ensure regular monitoring of the ground-level status of the special land survey.
He said the department should have clear and updated information on the stage of work in every mauza.
Officials were also directed to set deadlines for pending work at every stage, including self-declaration, Khanapuri, preparation of maps, draft publication, disposal of claims and objections and final publication.
Jaiswal said such monitoring would make it clear where work was pending in each district and circle and who was responsible for delays.
He cautioned officials against compromising the accuracy of land records in a hurry to meet targets. The name of the landholder, plot number, area, boundaries and available documents must be carefully verified, he said.
The minister said an accurate survey was essential for protecting the rights of landholders and warned that even a minor error could lead to land disputes in the future. He stressed that speed, quality and transparency must receive equal attention.
Jaiswal also said land disputes were a major source of crime in the state and that an accurate land survey would contribute to reducing such disputes.
During the review, department Secretary Jai Singh interacted with settlement officers of all districts on the basis of available data and stressed completion of the work within the prescribed timelines.
He directed officials to prepare officer-wise lists of pending claims and objections and dispose of old cases on priority.
Singh also called for immediate resolution of technical problems and weekly review of progress through a dedicated dashboard.
The dashboard will record district- and circle-wise targets, achievements, pending cases and reasons for delays. Information regarding negligent personnel will also be incorporated to ensure that accountability is fixed along with monitoring progress.
The secretary further directed officials to ensure the presence of officers and employees in the field and organise camps at the mauza level to resolve the problems faced by landholders.
