Centre makes BIS certification mandatory for key animal feed ingredients; Non-compliance to invite penalties

New Delhi, Oct 13 (UNI) The Centre has made compliance with Bureau of Indian Standards (BIS) requirements mandatory for three categories of animal-feed ingredients, bringing mineral mixtures for cattle feed, animal-feed-grade dicalcium phosphate, and common salt and cattle licks under a compulsory quality-control regime.
The Animal Feeds and Feed Ingredients (Quality Control) Order, 2026, issued by the Department of Animal Husbandry and Dairying on October 7 and published in the Gazette of India on October 12, requires the specified products to conform to prescribed Indian Standards and carry the BIS Standard Mark under a valid licence.
Violations of the order will attract penalties under the Bureau of Indian Standards Act, 2016. The BIS has been designated as the certification and enforcement authority, giving it responsibility for ensuring compliance with the prescribed standards.
The order sets April 1, 2027, as the compliance deadline for enterprises other than micro and small enterprises. Micro enterprises have been given time until October 1, 2027, while small enterprises must comply by July 1, 2027.
The three categories covered by the order are mineral mixtures used to supplement cattle feed under IS 1664, animal-feed-grade dicalcium phosphate under IS 5470, and common salt and cattle licks for animal consumption under IS 920.
The order exempts goods and articles meant for export. It also provides that the latest versions of the relevant Indian Standards, including amendments notified by BIS from time to time, will apply.
The notification establishes a mandatory certification framework for the specified products, with phased compliance deadlines for different categories of enterprises.
