Centre notifies stricter vehicle safety norms; anti-theft immobilisers mandatory from October 2027

New Delhi, Oct 22 (UNI) The Centre has notified a fresh set of vehicle safety requirements, making anti-theft immobilisers mandatory for M1-category passenger vehicles from October 1, 2027, and introducing phased compliance deadlines for upgraded crash protection, pedestrian safety and event data recorder standards through 2032.
The Ministry of Road Transport and Highways, through a notification published in the Gazette of India on October 21, has revised the technical standards governing vehicle safety under the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989.
Under the revised provisions, M1-category passenger vehicles will be required to comply with the mandatory immobiliser fitment requirements prescribed under Automotive Industry Standard AIS-076 from October 1, 2027. The electronic security system is designed to prevent unauthorised starting of vehicles.
The notification also prescribes stricter occupant protection requirements for frontal and side-impact collisions, setting October 1, 2027, as the implementation date for new models and October 1, 2028, for all applicable models.
The revised offset frontal collision standard, AIS-098 (Revision 1), and side-impact protection standard, AIS-099 (Revision 1), will replace the corresponding earlier standards according to the notified implementation schedule.
In another significant move, the ministry has introduced revised pedestrian protection requirements under AIS-100 (Revision 1), applicable to new vehicle models from October 1, 2028.
The use of the Flexible Pedestrian Leg Impactor (FlexPLI) testing tool, intended for assessing pedestrian leg injuries during vehicle impacts, will become mandatory from October 1, 2032.
The government has also prescribed enhanced rear-impact safety requirements under AIS-101 (Revision 1), covering fuel systems and electric powertrains, for all vehicles covered by the standard from April 1, 2029.
Further strengthening crash safety norms, the ministry has introduced AIS-201 for occupant protection in frontal collisions, with particular emphasis on restraint systems. The requirements will apply to new models from October 1, 2029, and all applicable models from October 1, 2031.
The notification also brings vehicle approval requirements for Event Data Recorders (EDRs) under AIS-192 into the safety framework, with implementation scheduled from October 1, 2029, for vehicles specified in the standard.
EDRs record specified vehicle data associated with crash events and can assist in examining the circumstances surrounding road accidents.
In addition to these measures, the government has revised the technical requirements for the arrangement and operation of foot controls in M1-category vehicles under AIS-035 (Revision 1), which applies to new models from April 1, 2028.
The amendments, notified through S.O. 5723(E), dated October 19, modify the vehicle safety standards originally prescribed in December 2004 and establish separate implementation schedules for different categories of safety requirements.
The notification was issued by Additional Secretary Mahmood Ahmed of the Ministry of Road Transport and Highways.
