Centre, States & AM/NS India Sign Rs 440-Cr agreements to upgrade nine ITIs in Gujarat and AP

New Delhi/Visakhapatnam, Oct 12 (UNI) The Centre, the governments of Gujarat and Andhra Pradesh, and ArcelorMittal Nippon Steel India (AM/NS India) have signed shareholders’ agreements for upgrading nine government Industrial Training Institutes (ITIs) in Surat (Gujarat) and Visakhapatnam (Andhra Pradesh) under the PM-SETU scheme, involving an approved investment of Rs 440 crore.
The projects cover five ITIs in Surat and four in Visakhapatnam and aim to modernise vocational training infrastructure, align curricula with industry requirements and improve the employability of ITI graduates, an official release said on Monday.
The agreements were signed by the Directorate General of Training under the Ministry of Skill Development and Entrepreneurship, the two State Governments and AM/NS India to facilitate the implementation of approved Strategic Investment Plans (SIPs) for the clusters.
Of the total investment, Rs 240 crore has been approved for the Surat cluster and Rs 200 crore for Visakhapatnam.
Dedicated special purpose vehicles (SPVs) will be established to manage the upgradation and operations of the clusters, with AM/NS India holding a 51 per cent stake and the Centre and respective State Governments holding 24.5 per cent each.
The projects will involve modernisation of workshops and laboratories, introduction of new-age trades and technologies, revision of curricula, instructor training and expansion of hands-on learning opportunities.
AM/NS India will implement the projects in partnership with New Age Makers’ Institute of Technology (NAMTECH), which will support curriculum enhancement, training delivery, faculty development and academic innovation.

AM/NS India will contribute its manufacturing expertise and industry inputs to align training with emerging workforce requirements.
Secretary of the Ministry of Skill Development and Entrepreneurship Debashree Mukherjee said the signing of the agreements marked the beginning of a transformation process for ITIs, with the focus on improving training quality and outcomes and developing institutions capable of producing globally competitive skilled workers.
The two projects are part of the first 14 Strategic Investment Plans approved under PM-SETU, involving a proposed investment of ₹3,446 crore, according to the ministry.
PM-SETU is a Central Government scheme with an outlay of Rs 60,000 crore to transform vocational education through industry partnerships and institutional reforms.
It envisages the upgradation of 1,000 government ITIs and the strengthening of five National Skill Training Institutes (NSTIs).
