CM Khemchand moots integrity panel representing Manipur’s 36 communities

Imphal, Oct 30 (UNI) Chief Minister Yumnam Khemchand Singh today proposed the formation of an integrity committee with representation from all 36 communities of Manipur, saying collective dialogue and participation are essential to safeguarding the state’s unity, peace and shared heritage.
Speaking as chief guest at the annual Berkap-Reiju Festival 2026, organised by the Kom union Manipur at the BOAT in Imphal, the Chief Minister called upon people to protect Manipur and preserve the legacy of their forefathers.
He said the state had been defended by its 36 communities, recalling their resistance against British forces during the Anglo-Manipuri War of 1891 and against Burmese invasions during the Seven Years’ Devastation. He urged all communities to work together towards a peaceful and harmonious Manipur.
Recalling his recent meeting with Prime Minister Narendra Modi, Singh said he had highlighted Manipur’s diversity and the history of communities living together since the period of the monarchy. He also apprised the Prime Minister of the disruption to development activities following the recent crisis.
According to the Chief Minister, the Prime Minister had asked whether Manipur had an integrity committee comprising representatives from every community. Khemchand Singh said he had informed him that he was planning to constitute such a body.
The Chief Minister observed that some smaller communities, despite being part of Manipur’s diverse social fabric, had limited opportunities to elect members of their own communities to the State Assembly.
Referring to bicameral legislatures in some states, he said the possibility of adopting a similar model in Manipur could be explored, although resource mobilisation would be necessary.
He also said he would invite Rajya Sabha MP and titular king Maharaja Leishemba Sanajaoba for discussions on ways to ensure that smaller communities participate in development initiatives, including through representation in the proposed committee.
Highlighting Manipur’s sporting achievements, the Chief Minister described the state as a powerhouse of Indian sports and cited Olympic medallist MC Mary Kom, who belongs to the Kom community, as an example of the contribution of even smaller communities to the state’s achievements.
Drawing a comparison with Singapore, he said Manipur could learn lessons in perseverance, peaceful coexistence, harmony and unity from the island nation, where diverse communities live together. He said dialogue and collective commitment had helped Singapore pursue development.
Singh also announced a grant of Rs 5 lakh for the festival organising committee.
The Berkap-Reiju Festival is an important traditional and cultural festival of the Kom community, celebrating its heritage, distinct identity, traditional values and unity.
The programme was attended by MLAs Th. Arunkumar Singh and Th. Shanti Singh, Kom union Manipur president Serto Ahao Kom, civil society organisation leaders, village chiefs, student leaders and artistes.
