Delhi Police to strengthen ‘Shishtachar’ squads with hotspot mapping, surprise checks

New Delhi, Sep 18 (UNI) Delhi Police have decided to strengthen their district-wise “Shishtachar” Anti-Eve Teasing Squads with greater focus on hotspot mapping, regular patrolling, surprise checks in public transport and prompt response to harassment and other crimes against women in public spaces.
The decision was taken at a meeting held on Friday at Vimarsh Hall, Police Headquarters, chaired by the Special Commissioner of Police, SPUWAC, with District Deputy Commissioners of Police (DCPs) to review the functioning of the squads and ongoing preventive measures.
The District DCPs were directed to ensure that vulnerable and crowded areas in their respective jurisdictions are regularly identified and mapped, with systematic deployment of Shishtachar Squads at sensitive locations during vulnerable timings.
The squads are to function as dedicated teams for prevention, deterrence, and real-time response to petty crimes against women in public spaces. Districts have also been asked to conduct regular patrolling and preventive drives at vulnerable points, with deployment rotated to ensure wider coverage.
The police said the squads would adopt a multi-faceted approach involving prevention, intervention and assistance to victims. Plainclothes women police personnel may also be deployed as decoys, wherever required, to help identify offenders and strengthen deterrence.
Public transport has been identified as a key area for intervention, with the squads directed to conduct surprise checks and interact with drivers, conductors, and passengers to identify habitual offenders and encourage reporting of incidents.
The meeting also stressed greater community participation in preventing harassment in public spaces. The squads have been asked to work with Resident Welfare Associations (RWAs), Market Welfare Associations (MWAs) and local volunteers to identify vulnerable locations, promote bystander reporting and strengthen community vigilance.
The Delhi Police further directed that personnel selected for the Shishtachar Squads should be sensitive, empathetic and self-motivated. Their focus, it said, should remain strictly on enforcement of law while ensuring that victims are protected from unnecessary public scrutiny or embarrassment.
The initiative is aimed not merely at enforcement but at creating a safe and confidence-inspiring environment for women and vulnerable sections through sustained preventive policing, visible police presence, community engagement and prompt response.
All District DCPs have been directed to closely monitor the functioning of the squads, ensure regular deployment and effective hotspot coverage, and maintain compliance with the guidelines issued at the meeting.
