Delhi’s ‘Vayo Anand’ scheme to give Rs 2.4 lakh annual aid to senior citizen recreation centres

New Delhi, Sep 21 (UNI) In a city where over a million elderly citizens battle loneliness, neglect, and the crushing silence of empty homes, the Delhi government has finally moved to ‘Vayo Anand’ scheme, under which eligible senior citizen recreation centres will receive Rs 2.40 lakh annually to provide social, recreational and basic wellness facilities to people aged 60 years and above.
The scheme assumes significance against the backdrop of the growing need for neighbourhood-level spaces where elderly residents can remain socially engaged and access recreational and wellness activities. Under the scheme, each eligible centre will receive Rs 20,000 a month, with the annual grant released in two equal half-yearly instalments.
The scheme has been notified in an extraordinary edition of the Delhi Gazette on September 17 following a Cabinet decision taken on May 26.
A key eligibility condition is the size of the elderly population served. A recreation centre must have at least 200 members aged 60 or older living in contiguous neighbourhoods to qualify for government assistance. Each elderly person can be enrolled with only one such organisation and membership records must be updated annually.
The centres will have to operate from a community space within Delhi. Those functioning from independent residential households will not qualify for the grant. The organisation must be registered under the Societies Registration Act, 1860, while applications will require a recommendation from the local MLA.
The government has also prescribed minimum operating standards intended to ensure that the centres function as regular community facilities rather than merely exist on paper.
Each centre must remain open for at least seven hours a day between 7 am and 8 pm and for a minimum of five days a week. Adequate ventilation and toilets are mandatory.
Centres should preferably operate on the ground floor; otherwise, the building should have a functional lift, an important accessibility requirement for elderly visitors.
The facilities are expected to offer indoor games such as carrom and ludo, playing cards, newspapers, magazines and books, besides basic medical kits. The grant can also be spent on monthly medical camps, furniture, water dispensers, fans, coolers, televisions, projectors, Wi-Fi, sanitation workers, rent and refreshments.
The guidelines require centres to organise at least five to six events every year, including yoga and meditation sessions, programmes marking the International Day for Older Persons and National Day for Senior Citizens, national and religious festivals, tree plantation drives and retirement and bereavement counselling.
Programmes for women, persons with disabilities and transgender senior citizens have been specifically encouraged.
Each centre will be managed through a five-member committee comprising senior citizens. At least one member must be a woman or transgender senior citizen, according to the guidelines.
The government has coupled the financial assistance with an inspection and accountability mechanism. The concerned District Social Welfare Officer will have to physically inspect each centre at least once every year, checking attendance, facilities and activities and recording the inspection through photographs.
The Rs 2.40-lakh annual assistance will be released in two instalments. The first will be linked to the inspection report, while the second will require a utilisation certificate certified by the centre’s management committee and verified by the district officer. From the second year onwards, the previous year's utilisation certificate will also be required before the first instalment is released.
Organisations found violating the guidelines or showing discrepancies during scrutiny or physical verification face withholding of government assistance and blacklisting for at least one financial year.
A three-member committee headed by the Director of Social Welfare will scrutinise the performance of the centres and approve grants.
Moreover, the government also plans a dedicated administrative structure comprising a head of the management unit, seven project coordinators, 14 data entry operators and seven multi-tasking staff. A dedicated online portal for managing the scheme is proposed to be set up within 180 days of completion of the tendering process.
