EC orders action over false Form-7 filings amid Karnataka SIR row

Bengaluru, Oct 2 (UNI) The Election Commission has ordered election officials to initiate legal action against those found to have knowingly filed false claims or objections through electoral forms, including Form-7, amid allegations of bulk applications seeking deletion of voters' names in Karnataka's ongoing Special Intensive Revision (SIR).
Karnataka Chief Electoral Officer V Anbukkumar directed District Election Officers and Electoral Registration Officers across the state's 224 Assembly constituencies to scrutinise complaints of bulk and allegedly non-genuine Form-7 applications and take action in accordance with law.
The directive came after Chief Minister DK Shivakumar and his Cabinet colleagues staged a protest outside the CEO's office on Thursday, alleging attempts to misuse Form-7 to delete eligible voters from the electoral rolls and demanding action against those responsible.
The CEO, however, has made clear that legal action would follow due verification. The concerned EROs have been asked to conduct an inquiry under Rule 20 of the Registration of Electors Rules, 1960, before proceeding against applicants who are found to have knowingly made false statements or declarations under Section 31 of the Representation of the People Act, 1950.
The development assumes significance as the SIR exercise enters a crucial claims-and-objections phase, with 84,900 Form-7 applications received so far. Form-7 is used to object to the proposed inclusion of a name or seek deletion of a name from the electoral roll.
The state has also delivered 43.43 lakh SIR notices to voters for verification, according to the latest figures.
The Form-7 issue has triggered a political confrontation between the ruling Congress and BJP, with the Congress alleging organised attempts to remove genuine voters and the BJP questioning the government's handling of the revision exercise.
The Election Commission's directive does not attribute the alleged bulk applications to any political party and calls for verification before any legal action.
The Commission's intervention comes against the backdrop of complaints from several constituencies over alleged bulk submissions of Form-7 applications, putting the focus on whether the objections are genuine and whether any attempt has been made to manipulate the electoral rolls.
