ED arrests man in KPSC Veterinary Officers' exam paper leak case

Bengaluru, Sept 30 (UNI) The Enforcement Directorate (ED) has arrested Basavaraj Kannale in connection with alleged irregularities in the Karnataka Public Service Commission (KPSC) Veterinary Officers' Recruitment Examination for 400 posts, and alleged generation and handling of proceeds of crime arising from the recruitment scam.
The ED's Bengaluru Zonal Office said in a statement on Wednesday that it was investigating the case based on multiple FIRs registered at Vidhana Soudha Police Station in Bengaluru under Sections 318(3), 318(4), 336(2), 336(3) and 340(2) of the Bharatiya Nyaya Sanhita, 2023.
According to the agency, its investigation found that Kannale, in connivance with his associates, allegedly facilitated the illegal selection of candidates by providing them with a leaked question paper containing correct answers in exchange for illegal gratification.
The investigation further revealed that Kannale allegedly obtained access to the leaked question paper through his close association with Gyanendra Kumar Gangwar, IAS, the then Controller of Examinations, KPSC, who was entrusted with the custody and supervision of confidential examination material, the ED said.
Kannale allegedly subsequently identified and approached multiple candidates and assured them of selection in the Veterinary Officers' Recruitment Examination, it said.
Based on material collected during the investigation and reasons to believe recorded under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002, Kannale was formally arrested on September 17 while he was in judicial custody, the agency said.
He was produced before the Special Court for PMLA Cases (CCH-4) on September 29, following which the court granted the ED 14 days' custody of Kannale for further investigation.
The ED said its investigation had revealed that around Rs 80 lakh was initially demanded from each candidate. The amount was subsequently negotiated and settled between Rs 30 lakh and Rs 40 lakh per candidate.
Portions of the agreed amounts were allegedly collected as advances through cash and banking channels, while some candidates were allegedly made to furnish blank signed cheques and promissory notes to secure payment of the balance amount.
Some of these cheques and promissory notes were subsequently recovered and seized during search and seizure proceedings, the agency said.
The investigation also revealed that the bank account of M/s Om Lakshmi Souharda Sahakari Sangha Niyamitha, Bidar, was allegedly used for receiving certain amounts connected with the illegal gratification, according to the ED.
The agency said further investigation into the alleged recruitment examination irregularities and the money trail was underway.
