Harivansh urges Parliaments to embrace change & put people at centre of development

New Delhi, Oct 26 (UNI) Deputy Chairman of the Rajya Sabha Harivansh on Monday called on parliaments to remain responsive, dynamic and future-ready to meet emerging global challenges, as he delivered the welcome address at the inaugural session of the 12th BRICS Parliamentary Forum in the historic Central Hall of Parliament in New Delhi.
Describing BRICS as an effective multilateral platform representing around 49.5 per cent of the global population, Harivansh said the grouping had strengthened consultation and cooperation on issues of regional and global importance.
He said the forum’s theme, “Fostering Parliaments for People-Centric Development”, was particularly relevant at a time when citizens expected legislatures to respond effectively to economic uncertainties, technological transformation, climate change, public health emergencies and social inequalities.
Highlighting India’s BRICS presidency in 2026 under Prime Minister Narendra Modi, Harivansh said the country had advocated a “People-Centric” and “Humanity First” approach under the broader theme of “Building for Resilience, Innovation, Cooperation and Sustainability”.
He also underlined the significance of BRICS’ expansion and the adoption of the New Delhi Declaration at the 18th BRICS Summit, saying these developments had strengthened the voice of the Global South and advanced discussions on reforms in global governance.
Welcoming Lok Sabha Speaker and chairperson of the forum Om Birla, heads of delegations from BRICS member and partner countries, and other delegates, Harivansh described the historic Central Hall as a witness to India’s evolution into one of the world’s largest and most vibrant democracies.
He expressed confidence that the parliamentary forum would provide an important platform for exchanging experiences and ideas and identifying practical approaches to improving people’s lives.
Harivansh wished the delegates productive deliberations and successful outcomes, expressing hope that their visit to India would be pleasant and memorable.
