Haryana ACB maps corruption hotspots, puts 190 officials under scanner; 138 traps in 2026

Panchkula, Sep 18 (UNI) Haryana's State Vigilance and Anti-Corruption Bureau (SV&ACB) is mapping corruption hotspots across government departments, offices and districts and scrutinising 190 officials and employees facing repeated corruption-related complaints or inputs, after carrying out 138 successful traps so far in 2026 — roughly one trap every second working day, excluding government holidays.
In another significant move, the Bureau has asked government departments to ensure that officials and employees caught red-handed accepting bribes are not subsequently posted back in the same district, SV&ACB chief Dr Arshinder Singh Chawla said on Friday.
Chawla said the proposed restriction on reposting was deliberated upon by the Bureau's high-powered committee.
Letters have been sent to the government departments concerned for necessary action, and the measure is expected to be implemented shortly.
The issue was taken up after instances came to the Bureau's notice in which officials who were proceeded against in corruption cases were later posted back in the same district.
Chawla said such repostings could undermine the purpose of anti-corruption action and adversely affect public confidence.
The ACB chief said courts have awarded rigorous punishment to 23 government officials and employees in 21 corruption cases since January 1, 2026.
He said the Bureau was focusing not merely on arrests and traps but also on investigation, prosecution and follow-up through the judicial process.
The Bureau has prepared a list of 190 officials and employees against whom repeated corruption complaints or inputs have been received. Information relating to them is being analysed for targeted action, including trap operations where the available inputs and circumstances warrant such action.
Inclusion in the list, however, is based on complaints or inputs and does not by itself establish wrongdoing or guilt.
The Bureau is also analysing complaints department-wise and geographically to identify offices, departments and areas emerging as corruption hotspots.
Information received at Haryana's seven ACB police stations is being studied to identify recurring corruption-related problems faced by citizens and enable targeted action.
Chawla said the exercise would also help identify systemic weaknesses so that the Bureau could coordinate with the departments concerned on corrective measures.
The government has meanwhile created a revolving fund to reimburse money provided or used by complainants during trap operations.
Under the notified procedure, a complainant has to give an affidavit before the court undertaking to return the amount to the government account after final disposal of the case.
The Bureau is also testing a mobile application to simplify filing of corruption complaints. The proposed app would provide one-touch access to the ACB helpline and include OTP-based and other safeguards for protecting complainants' identities.
Chawla said the Bureau would protect the identity of complainants seeking confidentiality and would also follow up cases to ensure that a citizen's legitimate work was not unnecessarily delayed or obstructed merely because the person had reported a demand for a bribe.
