Haryana cracks down on pending public grievances; DCs told to resolve complaints within 48 hours

Chandigarh, Oct 30 (UNI) In a strong push to ensure time-bound redressal of public grievances, Haryana Financial Commissioner Revenue and Additional Chief Secretary Dr Sumita Misra has directed all Deputy Commissioners to resolve pending complaints within the next 48 hours, submit updated action-taken reports and ensure that citizens are not forced to make repeated visits to government offices for resolution of their problems.
Reviewing the performance of districts under the CM Window grievance redressal system on Friday, Dr Misra directed Deputy Commissioners to give top priority to overdue complaints, closely monitor their disposal and ensure that no grievance remains unattended.
She also stressed that responsibility for delays must be clearly monitored and action-taken reports submitted within the prescribed timelines.
During the video-conference review meeting, it was informed that the CM Window portal had received 16,17,688 complaints, of which 15,60,782 had been disposed of as of October 27. Of these, 4,55,846 complaints were recorded as having been resolved within the prescribed timeframe.
Dr Misra directed district administrations to follow the first-in, first-out (FIFO) principle so that older complaints are not left pending while newer cases are taken up. Reviewing complaints that had not been handled properly, she instructed the concerned Deputy Commissioners to examine and resolve them within a day.
In the district-wise composite performance assessment, Yamunanagar topped the list with 94 marks out of 100, followed by Palwal with 85, Hansi with 81 and Gurugram with 80. Faridabad scored 78, Nuh 77 and Narnaul 75. Jhajjar, Panipat and Bhiwani secured 74 marks each, while Rewari scored 73. Panchkula, Hisar and Karnal scored 72 each, followed by Kurukshetra with 71.
The assessment is based on four parameters: taking up complaints, submission of action-taken reports, overdue cases and disposal performance, carrying maximum marks of 20, 25, 25 and 30, respectively. The review also found that none of the 23 Deputy Commissioner offices covered had complaints pending at the initial stage for more than 30 days.
However, cases awaiting action-taken reports were identified for further follow-up.
Reviewing grievances received through social media, Dr Misra was informed that 1,05,696 complaints had been registered, of which 85,883 had been disposed of as of October 21. While observing that the overall disposal performance was satisfactory, she called for faster action and directed all Deputy Commissioners to achieve a 95 per cent resolution rate.
She also appreciated the Palwal Deputy Commissioner's performance during the previous month.
Dr Misra directed district administrations to identify recurring grievances, particularly those relating to vacancies and other issues affecting large sections of the population, through social media and bring them to the notice of the Chief Minister.
Deputy Commissioners were also asked to maintain their own social media handles and communicate the status of grievance redressal directly to complainants.
The review also covered individual complaints relating to Farmer ID generation and its impact on PM-KISAN instalments, access to land records, demarcation and possession of allotted residential plots, marriage assistance, property records and pending agricultural payments.
Emphasising the need to improve the quality of complaint registration, Dr Misra directed data entry operators deployed at CM Window counters in Deputy Commissioner and Sub-Divisional Magistrate offices to record the complete subject of each grievance as stated by the applicant.
She observed that short, irrelevant or incomplete descriptions make it difficult for officials to understand the actual problem and delay its examination. She further directed officers to resolve pending issues within 48 hours and submit updated action-taken reports.
Portal users were also advised to update their profile details after logging in to ensure the accuracy of information. Dr Misra reiterated that an effective grievance redressal mechanism must deliver timely results at the ground level, ensuring that citizens receive prompt solutions to their problems without unnecessary delays or repeated visits to government offices.
