Haryana directs colleges to scrutinise teachers’ passport NOC requests

Pachkula, Oct 22 (UNI) Haryana’s Higher Education Department has directed government college principals to scrutinise passport no-objection certificate applications from teaching staff before forwarding them, citing delays caused by incomplete documents and inadequate examination at the college level.
In a circular, the Director General, Higher Education, prescribed a five-point checklist for processing cases involving professors, associate professors, and assistant professors in government colleges across the state.
The department said applications were reaching its office “without proper examination of the case at the level of the Principal and with incomplete documents”, resulting in unnecessary correspondence and delays.
Under the guidelines, each case must include complete service particulars, specifying the employee’s initial date of joining government service and the date from which the employee has held the present post. Details must also include certification that there is no complaint or inquiry against the employee..
Applicants must submit Annexure N, the form for giving prior intimation to the administrative authority about submission of a passport application. An affidavit in the format prescribed under Annexure I of the Ministry of External Affairs’ letter dated June 26, 2015, must also accompany the case. The checklist further requires a copy of the employee’s office identity card, attested by the principal. The card must display its number and date of issue. Two good-quality passport-size photographs must be supplied in an envelope.
The accompanying Annexure A requires certification that no disciplinary proceedings under Rule 7 are contemplated or underway against the employee and that no vigilance case is pending or in progress. The form also seeks particulars, including the applicant’s designation, pay scale, appointment date, and, where applicable, proposed foreign travel, leave requirements, and address abroad.
Principals have been instructed to examine the cases and ensure the required documents accompany submissions to the directorate. “This letter must be strictly adhered to,” the department said.
