Haryana plans Rs 38.66-cr activated carbon systems at 24 STPs to tackle foul smell

Chandigarh, Nov 4 (UNI) Residents and farmers living near sewage treatment plants (STPs) in Haryana may soon get relief from the foul smell that has long plagued them, with the government planning activated carbon-based systems at 24 STPs to reduce the odour of treated wastewater. The project is estimated to cost around Rs 3,865.806 lakh (about Rs 38.66 crore).
Public Health Engineering and Public Works Minister Ranbir Gangwa has directed officials to take the stench problem around STPs seriously, take effective steps to improve the quality of treated water and give priority to resolving farmers' complaints.
Gangwa was chairing a review meeting of Public Health Engineering Department officials at the Haryana Civil Secretariat. Circle-wise progress of major projects costing Rs 25 crore and above was reviewed. Additional Secretary Renu Sogan, Engineer-in-Chief Devender Dahiya and other senior officials attended in person, while superintending engineers, executive engineers and sub-divisional engineers from across the state joined through video conferencing.
The Minister said farmers and local residents regularly complain about the odour near STPs and the quality of treated wastewater. The department must ensure that water quality improves after treatment and that its use does not trouble people living nearby, he said. He told officials to push ahead with the activated carbon work seriously and act immediately on farmers' complaints.
25 STPs have been identified in the state for this work, with a combined treatment capacity of 230.5 MLD. About 171.13 MLD of sewage reaches these plants daily. Activated carbon systems are proposed at 24 of them.
Under the plan, the systems will come up at STPs in Chhachhrauli, Manakpur in Pinjore and Mouzgarh Road in Barara under Ambala circle. In Hisar circle, the plants covered are Rishi Nagar, Rajgarh Road, Kaimri Road and Satrod in Hisar, Lalpura Road and Bhiwani Road in Hansi, and Hansi-Jind Road in Narnaund. In Jind circle, the list includes the Hansi Road, Purana Hansi Road and Narwana Road plants, besides Julana (near the CHC) and Rampura village in Safidon.
In Sirsa circle, the plants are Kharati Khera Road and Bhattu Road in Fatehabad and Kulan Road in Bhuna. In Bhiwani circle, they are Dadri Road and Dhana Road in Bhiwani, Tosham Road in Siwani and the plant near the cremation ground in Loharu. The focus at these sites will be on reducing odour and promoting reuse of treated wastewater.
Reviewing the major projects, the Minister examined their progress, budget utilisation and construction quality. He directed officials to speed up development works without compromising on quality at any level. Providing clean and safe drinking water is the department's foremost responsibility, he said, and senior officers should not remain confined to their offices but regularly visit the field to inspect water supply arrangements, water quality and ongoing works. Any shortcoming or complaint must be addressed immediately, he added.
Gangwa said that to increase the reuse of treated wastewater for irrigation and other purposes, its quality must be assured and farmers should face no difficulty in using it. Whether the problem is odour around an STP or a complaint about treated water, officials should visit the spot and resolve it within a fixed timeline, he said. The government's aim, he added, is better treatment of sewage and its safe and useful reuse.
