Chandigarh, Nov 4 (UNI) Haryana has reported a 9.41 per cent decline in overall crime during the first ten months of this year compared with the corresponding period last year, prompting Director General of Police Ajay Singhal to order a shift to data-driven policing with special focus on tracing missing minor girls, tracking habitual offenders and preventing serious crimes through technology-backed surveillance.
Chairing a high-level crime review meeting at Police Headquarters in Panchkula, Singhal directed officers to move beyond routine compilation of crime figures and analyse police station-wise patterns to identify hotspots and formulate targeted strategies. He stressed that aggregate data alone was insufficient and ordered intensified patrolling, stronger CCTV coverage and accountability for negligence in crime control.
On missing children, particularly girls below 18 years, the DGP directed constitution of special teams in affected police station areas and called for immediate, sensitive action to ensure early recovery. He said the government was treating these cases as a priority and instructed officers to act with urgency and determination.
Reviewing digitisation of criminal records by the RJSF unit, Singhal directed completion of the exercise at the earliest, to be followed by verification of records of proclaimed offenders, bail jumpers and most-wanted criminals. He said a comprehensive digital database would strengthen intelligence-led policing and help monitor criminal movements.
The DGP also ordered senior officers to personally supervise night checkpoints to track criminal movement and prevent offences. Police stations were told to ensure adequate CCTV coverage and take strict action against vehicles without number plates or High Security Registration Plates.
In a technology-driven push to prevent ATM thefts, Singhal said alerts generated by tampering or attempts to uproot ATMs would be sent directly to the Dial 112 emergency helpline for immediate police response. He also directed analysis of ATM card cloning, cyber fraud, and financial crime data to identify patterns and strengthen technical surveillance.
On extortion calls, he instructed strict adherence to standard operating procedures and regular monitoring of data shared through the Abhedya app, directing districts to get technical teams to analyse inputs and act swiftly.
Reviewing law and order preparedness, Singhal directed Superintendents of Police to maintain district-specific action plans for protests by government employees, social organisations and political parties, ensure adequate resources and follow prescribed SOPs. Officers were asked to analyse past law and order incidents, identify triggers and develop concrete strategies to prevent escalation.
The meeting was attended by Additional DGPs C S Rao, Amitabh Dhillon and M Ravikiran, IG Law and Order Rakesh Arya, IG Nazneen Bhasin, Police Commissioner Pankaj Nain, and other senior officers.
