Haryana reserves up to 40 pc of PG medical state quota seats for in-service doctors

Panchkula, Nov 3 (UNI) The Haryana government has reserved up to 40 per cent of postgraduate medical seats under the state quota for eligible in-service doctors and introduced a 25 per cent institutional preference for candidates who completed their MBBS from medical institutions in the state.
The Medical Education and Research Department on Tuesday notified the admission policy for MD/MS courses for the 2026–27 academic session, also prescribing the fee structure for government and private medical colleges. The annual tuition fee for certain specialities at private universities has been fixed at as much as Rs 45 lakh.
The government has superseded all earlier notifications governing postgraduate medical admissions and introduced a common counselling procedure for government, government-aided and private medical institutions, including colleges under SGT University, Maharishi Markandeshwar University and Al-Falah University.
Under the policy, 50 per cent of postgraduate medical seats in government institutions will be filled through the All India NEET-PG merit category, while the remaining half will be allotted under the Haryana state merit category.
Of the state quota seats, up to 40 per cent will be reserved horizontally for eligible in-service doctors working with Haryana government health services, ESIC hospitals and dispensaries, and specified state government organisations and autonomous bodies.
Doctors seeking admission under the in-service category must produce a valid no-objection certificate from the competent authority.
The policy also provides 25 per cent institutional preference under the state quota for candidates who completed their MBBS from medical institutions in Haryana. A further five per cent reservation has been earmarked for candidates with benchmark disabilities.
These provisions will operate as horizontal reservations within the respective seat categories.
"The In-service category seats, Institutional preference seats & PWBD seats shall be provided as horizontally within each category of seats," the notification said.
For private medical colleges covered by the general seat-sharing provisions, 50 per cent of seats will be filled through open merit under the state quota and the remaining 50 per cent through the management category. Seat distribution in colleges run by private universities will be governed by the Haryana Private Universities Act, 2006.
The government has authorised Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, to conduct centralised online counselling for all participating institutions based on NEET-PG 2026 merit.
Candidates from across the country will be eligible to apply for management category seats, irrespective of their domicile or place of study.
The notification also prescribes different fee structures for postgraduate medical courses across institutions.
In government medical colleges, the annual fee for MD/MS courses has been fixed at Rs 1.25 lakh for the first year, Rs 1.50 lakh for the second year and Rs 1.75 lakh for the third year.
At SGT University, Gurugram, the annual course fee for MD Radiodiagnosis has been fixed at Rs 45 lakh. The corresponding annual tuition fee at Maharishi Markandeshwar University, Sadopur, Ambala, is Rs 44.95 lakh.
For private unaided medical colleges affiliated with the Rohtak health sciences university, tuition fees, including development charges, start at Rs 3.52 lakh for pre-clinical specialities, Rs 5.52 lakh for para-clinical specialities and Rs 14.02 lakh for clinical specialities. These fees will increase by 10 per cent annually.
The policy also provides for a Rs 10 lakh bond liability and a three-year debarment from postgraduate admissions in Haryana for candidates who leave their courses under specified late-withdrawal conditions. Additional fee liabilities have also been prescribed.
Candidates opting for postgraduate courses in private medical colleges or universities during the stray vacancy counselling round will have to deposit Rs 5 lakh as security. The amount will be forfeited if they fail to fulfil the prescribed admission requirements after seat allotment.
The non-refundable registration fee has been fixed at Rs 2,500 for unreserved candidates and Rs 1,250 for eligible candidates belonging to specified reserved categories in Haryana.
The university will announce the counselling schedule and seat distribution separately. Final admissions will be subject to verification of original documents and fulfilment of the requisite regulatory requirements.UNI KK AAB
