Haryana rolls out Rs 106-crore smart irrigation project to supply treated wastewater to 971 farmers

Hisar, Oct 23 (UNI) In a transformative step towards water conservation and groundwater protection, the Haryana government is rolling out a Rs 106.28-crore smart irrigation project that will channel treated wastewater from Hisar city through an underground pressurised pipeline network to the fields of 971 farmers across three villages, a move aimed at shrinking the agriculture sector's dependence on tubewells and canal supplies.
OSD to the Chief Minister Virendra Singh Badhkhalsa, who chaired a direct farmer dialogue programme at Gawad village on Friday, shared the project blueprint and fielded questions on water quality, irrigation scheduling, electricity costs and maintenance, assuring farmers that their existing tubewell and canal water entitlements would remain untouched even as the new system brings an additional, reliable source of irrigation to their doorstep.
The project, being developed under the Samriddhi scheme for the Panihar-Chaudharywas cluster, will cover Gawad, Kalwas and Singhran with a cultivable command area of 1,700 hectares.
Approximately 17 million litres of treated water per day drawn from three sewage treatment plants at Gangwa, Satrod and Dabda will be transported through an underground pipeline network, a design choice that will minimise leakage, prevent contamination and cut evaporative losses that plague open-channel distribution.
Badhkhalsa said the system would support modern, water-efficient technologies such as drip and sprinkler irrigation, allowing farmers to maximise productivity per drop. An automated monitoring system will track water quality and system operations in real time, while software-based scheduling will regulate supplies to each outlet serving roughly 50 acres at a time.
Within their designated zones, farmers and the water user committee will coordinate to set irrigation turn times, ensuring equitable distribution and reducing conflict over water access.
In a major relief for the farming community, the electricity cost burden has been heavily subsidised: farmers or the water user committee will pay only Rs 1 per unit, with the Haryana government footing the remainder of the power bill. A solar energy installation has also been proposed to further drive down operational costs and enhance the project's long-term sustainability.
The contractor will operate and maintain the entire system for the first five years, after which it will be handed over to the registered water user committee. To build local capacity, Chaudhary Charan Singh Haryana Agricultural University, Hisar, will provide hands-on technical training to farmers and committee members, with a dedicated farmer training centre also planned within the village to ensure knowledge remains embedded in the community.
The project is targeted for completion within eight months of commencement. The tendering process is already under way, and construction is expected to begin once the contractor is finalised. The Centre and the Haryana government will share the project cost in a 60:40 ratio.
Designed to boost irrigation coverage during both the kharif and rabi seasons, the project has been tailored to support crops such as cotton, sesame, chickpea and pulses that dominate the local cropping pattern. By converting treated urban wastewater into a productive agricultural resource, the initiative is expected to improve water availability across the command area while easing pressure on depleting groundwater reserves.
Badhkhalsa appealed to farmers to treat the project as a collective community asset, strengthen their water user committee, and embrace modern irrigation techniques to make the cluster a model for replication across Haryana.
Furthermore, the initiative, he said, was not merely about delivering water, but about building a self-sustaining, farmer-managed irrigation ecosystem that conserves every drop and enhances agricultural resilience.
