HERC puts brakes on power privatisation in Haryana, cancels private firm's licence for Gurugram, Nuh

Panchkula, Oct 28 (UNI) The Haryana Electricity Regulatory Commission (HERC) on Wednesday cancelled the parallel power distribution licence granted to a private company for the Gurugram and Nuh districts, putting a halt to a move that had triggered resentment among farmers, consumers and power utility employees. The order was issued by a bench comprising HERC Acting Chairman Mukesh Garg and Member Shiv Kumar at Panchkula.
The Commission also rejected the request of the company, Eleven Power Private Limited (EPPL), for a hearing in the matter.
The cancellation follows a letter written to the Commission by the Haryana Government under Section 108 of the Electricity Act, 2003.
In its order dated October 19, 2026, HERC had granted EPPL a 25-year parallel distribution licence to supply electricity in Gurugram and Nuh. The company had conveyed its consent on October 21.
Subsequently, the state government issued written directions to HERC under Section 108(1) of the Electricity Act, 2003. In its order dated October 26, 2026, the government said that no parallel distribution licence should be created or made operational anywhere in the state.
The government argued that a private licence would hurt the state's revenue and had caused resentment among farmers, common consumers, and employees of the power corporations. It said cross-subsidy would end, high-paying consumers would move to the private company, and the losses would fall on the government-run DISCOMs, which it termed contrary to public interest.
