Himachal to ease PG studies for Job Trainee Medical Officers

Shimla, Oct 28 (UNI) Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Wednesday directed the Health and Family Welfare Department to review the provisions of the PG/SS Policy to facilitate postgraduate studies for Job Trainee Medical Officers.
He also directed to streamline the recruitment of Senior Residents and Tutor Specialists in medical colleges across the state.
Interacting with newly appointed Medical Officers and Medical Officers (Super Specialists) here, Sukhu said the government had undertaken several initiatives to strengthen medical education, clarify service conditions and ensure the availability of qualified professionals in healthcare institutions.
He asked the department to amend the policy to allow Job Trainee Medical Officers to pursue postgraduate courses, including MD/MS and MDS, under the 66.6 per cent quota reserved for in-service General Duty Officers (GDOs).
Doctors availing this provision would be required to serve the remaining period of their appointment as Job Trainees after completing their postgraduate courses.
The department was also asked to make appropriate provisions for their salaries and emoluments during the course period within the state.
The Chief Minister further directed that postgraduate doctors who had completed their qualifications from PGI Chandigarh and AIIMS New Delhi be considered for appointment as Senior Residents and Tutor Specialists against vacancies in state medical colleges.
Such appointments would be made under the 33.33 per cent quota reserved for direct candidates, based on merit obtained in MBBS and postgraduate examinations, without a written test or interview, he said.
Sukhu also announced that Geriatric Medicine Departments would be introduced at Indira Gandhi Medical College (IGMC), Shimla, and Dr Rajendra Prasad Government Medical College, Tanda, in Kangra district.
He said Job Trainee Medical Officers would be entitled to all benefits available to GDOs from the date of their appointment. The government would also sympathetically consider exempting them from appearing in tests again for regularisation.
Emphasising the need to strengthen medical education and healthcare delivery, Sukhu said the state government was committed to providing advanced medical facilities to the common people. He said robotic surgery had been introduced in four medical colleges, enabling patients to access advanced treatment within government institutions.
The government was also sending doctors on overseas exposure visits to familiarise them with international best practices and help improve healthcare services in Himachal Pradesh, he added.
Health and Family Welfare Minister Dhani Ram Shandil said the state government was continuously working to improve healthcare facilities under the Chief Minister's leadership.
He said health institutions in the state had been functioning with only 35 per cent of their sanctioned staff strength during the previous BJP government, which had now increased to approximately 80 per cent.
Despite financial constraints following the discontinuation of the Revenue Deficit Grant (RDG), the state government was using its own resources to strengthen the healthcare sector, Shandil added.
