Hyd: VIF book calls for security-development push to prevent Maoist resurgence

Hyderabad, Oct 28 (UNI) A comprehensive strategy combining security operations, inclusive development, effective governance and rehabilitation of surrendered cadres is essential to prevent a resurgence of Maoist insurgency in affected regions, security experts said at the release of a book here on Wednesday.
The Vivekananda International Foundation (VIF), New Delhi, released 'India’s Maoists: Glimpses into Red Insurgency', authored by internal security expert P V Ramana, in the presence of senior police officials and security experts.
Telangana State Security Advisor and former DGP B Shivadhar Reddy said the decline of Maoism was the result of coordinated efforts by government departments and security agencies.
He emphasised constitutional awareness, social justice and Ambedkarite ideology as important tools to counter Maoist propaganda and promote democratic values.
Former Andhra Pradesh DGP Ch Dwaraka Tirumala Rao stressed the need for continued vigilance and accelerated development to prevent extremist groups from regaining ground.
He called for a calibrated withdrawal of Central Armed Police Forces, supported by forward operating bases in critical areas, and highlighted the need to recover looted police weapons and mining explosives, dismantle urban Maoist networks and disrupt illicit financial channels.
He also stressed the importance of preventing the 196 historically Maoist-affected thrust areas and legacy districts from relapsing into insurgency, stating that security operations must be accompanied by responsive governance and economic inclusion.
Ramana said the book examined the organisational structure of the CPI (Maoist), its mass fronts, urban networks, women cadres and links with the Northeast. It also analysed Maoist financial networks, clandestine dumps, major arms raids, ambushes, failed peace negotiations and shortcomings in surrender and rehabilitation policies, supported by geographical information system maps and datasets on Naxalism-affected districts.
Based on field research in Naxalite-affected regions since 2004 and interviews with security personnel, policymakers, researchers and surrendered cadres, the book includes an epilogue covering security developments during 2025-26.
The author advocated a public-private-people partnership involving central and state governments, industry, NGOs, local communities and surrendered cadres to accelerate development in affected areas.
He called for faster delivery of rehabilitation benefits, housing and land assistance, financial management training and speedy disposal of pending legal cases.
He also recommended using Corporate Social Responsibility (CSR) and District Mineral Foundation funds for education, drinking water and healthcare in project-affected areas, besides creating employment opportunities for local youth in infrastructure and mining projects.
Other recommendations included expanding Eklavya schools, deploying bike ambulances for timely treatment of cerebral malaria and using vernacular media to highlight successful rehabilitation stories.
Telangana DGP (Law and Order) Mahesh M Bhagwat, DGP (Operations) Anil Kumar, Hyderabad Police Commissioner V C Sajjanar and Telangana Today Editor K Sreenivas Reddy were among those present at the book release.
