J&K: Labourer verification made mandatory for contractors in bordering Kathua

Jammu , Oct 8 (UNI) Observing that the engagement of persons without proper verification may pose a potential threat to public order, safety, and security, District Magistrate Rajesh Sharma on Thursday ordered that the verification of such individuals be made mandatory in the bordering Kathua district of Jammu and Kashmir.
As per the order issued by the District Magistrate, it has been observed that contractors and sub-contractors undertaking infrastructure construction, road works, private projects, and other works within District Kathua engage labourers and other workers without verifying their antecedents through the competent authorities.
"The engagement of such persons without verification may pose a potential threat to public order, safety, and security, and may also make it difficult for the authorities to ascertain the identity and antecedents of such persons in the event of any untoward incident," the order stated, further observing that there are sufficient grounds for taking immediate preventive measures in the interest of public safety, security, and the maintenance of public order.
Now, therefore for the mentioned reasons in exercise of the power vested in him under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the District Magistrate, Kathua, in the interest of maintaining public order and safety ordered that no contractor or sub-contractor shall engage any labourer or worker within District Kathua without obtaining prior verification of his or her identity and antecedents from the concerned Police Station or the competent authority.
"Every contractor or sub-contractor shall maintain a complete record of all labourers or workers engaged, including their name, parentage, permanent address, present address, mobile number, identity document details and other particulars," read an order.
It further specified that the contractor or sub-contractor shall submit the particulars of the labourers or workers to the concerned Police Station before their engagement for necessary verification.
"No contractor or sub-contractor shall permit any new labourer or worker to commence work until the required verification process has been completed or clearance obtained from the concerned Police authorities," it stated.
The contractor or sub-contractor shall be responsible for ensuring that the particulars furnished to the Police are complete and correct and shall cooperate with the Police authorities during the verification process, adding, it read that the concerned SHOs and Police authorities shall facilitate verification of the antecedents and identity of such labourers or workers on urgent basis ensuring that pace of any developmental work doesn't suffer.

"Any person found violating this order shall be liable for action under the applicable provisions of law, besides any other action permissible under law and this order shall come into force with immediate effect," said District Magistrate Rajesh Sharma in an order.
Notably, UNI on September 30 had reported that in the backdrop of the arrest of a 24-year-old truck driver in Kathua district of Jammu and Kashmir for allegedly sharing sensitive information with a Pakistan-based agency, Jammu and Kashmir Police have also stepped up surveillance of social media platforms in border districts close to the International Border.
Sources said that the case has prompted security agencies to take a closer look at the use of social media applications for establishing contact with individuals in Jammu and Kashmir.
Misuse of social media apps and other platforms is under the scanner in border areas, they said, adding that suspected numbers on the list of security agencies are also under watch.
Sources revealed that there were reports that some elements staying close to the border may be passing on vital information to their handlers across the border and added that security agencies are on alert and keeping a hawk's eye on every suspicious activity.

Allahabad HC pulls up Noida Police over illegal detention
