Maha: Mumbai fuel dealers warn of shut down against UPI MDR from Oct 15

Mumbai, Sep 19 (UNI) The Petrol Dealers’ Association, Mumbai, has written a letter to the Reserve Bank of India (RBI) requesting a complete exemption for fuel retailers from the proposed UPI MDR charges, even as it also warned of not accepting UPI payments at fuel stations across the city from October 15, if MDR (Merchant Discount Rate) charges are imposed on UPI transactions above Rs 2,000.
According to the letter dated September 16 sent by the Petrol Dealers’ Association, Mumbai, and addressed to the RBI Governor and the Chief General Manager of its Department of Payment and Settlement Systems, Petrol Dealers’ Association, Mumbai president Chetan Modi stated that the proposed charges could put financial pressure on motor fuel retailers.
The letter was received and stamped by the RBI’s Central Office in Fort, Mumbai, on Wednesday. September 16.
The letter stated that fuel dealers have been operating with largely unchanged margins since 2017 while facing rising real estate costs, compliance expenses as well as labour costs in Mumbai.
Under such circumstances, the Petrol Dealers’ Association, Mumbai stated that its member fuel retailers are not in a position to pass on UPTI MDR transaction charges on to their customers because fuel prices are regulated and dealers are not permitted to levy additional charges.
The letter stated that this would leave fuel dealers to absorb the cost of UPI transactions, especially since many fuel purchases exceed the Rs 2,000 limit.
The letter to the RBI stated that Mumbai’s fuel dealer community had expanded digital payments based on the existing zero-MDR system and argued that introducing additional transaction charges would further squeeze the already limited margins they make.
The association’s letter to the RBI also warned that if the UPI MDR charges are not waived off, it may be left with no other option except to take a collective decision to discontinue UPI payments at fuel pumps across Mumbai from October 15.
The fuel dealers have sought immediate intervention from the RBI, stating that a withdrawal of UPI payments could cause inconvenience to motorists as well as disrupt digital payment facilities at fuel stations across Mumbai city.
