Major revamp: CISF transits to sector-specific functional command model, expected to enhance overall efficiency

New Delhi, Nov 1 (UNI) Starting from November 1, the Central Industrial Security Force (CISF) has officially transitioned its supervisory architecture from a territorial command model to a highly specialised, functional sector model.
This landmark restructuring, rolled out with the concurrence of the Ministry of Home Affairs, represents a strategic reset aimed at elevating national security, enhancing force preparedness, and securing the critical infrastructure essential to the vision of a Viksit Bharat.
Under the previous territorial system, a single Sector Headquarters managed an incredibly diverse portfolio of over 50 different units, ranging from coal mines to power plants and ports, requiring coordination across multiple ministries, but starting from today, supervision is organised exclusively by the type of installation.
Outlining the organisational benefits of this momentous change DG CISF quoted - "Firstly, in a multi stakeholder environment of our Units, it will promote better inter agency coordination and communication specially with the respective managements as a single point of contact from either side.”
Secondly, he stated that a dedicated nodal head in a functional sector would reduce the operational bottlenecks resulting in timely and informed decision making in tactical and strategic matters and effective crisis management, and finally such a revamped structural setup will establish a protocol of efficiency, professionalism and accountability which are the defining benchmarks for any organization, DG added.
The newly operationalized functional commands include Power-I (New Delhi) and Power-II (Kolkata) Sectors, Coal Sector (Ranchi), Steel Sector (Bhilai), Petroleum and Natural Gas Sector (Guwahati), West Coast Port (Mumbai), and East Coast Port (Chennai) Sectors.
Government Buildings, Museums and Monuments and Mass Rapid Transit System (GBMM & MRTS) Sector (New Delhi).
Backed by informed decision-making and expert guidance from senior formations, unit-level operations—including standard operating procedures (SOPs), access control measures, and Quick Reaction Team (QRT) deployments—will be continuously refined to become significantly more agile and effective.
These join the highly successful Aviation Sectors (functional since 2001) and the DAE & DoS Sector (functional since 2018), bringing the entire force under a unified, proven functional model.
Meanwhile, the critical infrastructure now faces expanded threats from drones, precision weapons, cyber-attacks, sabotage, and coordinated disruptions, and an adversary does not need to destroy an installation; even a temporary interruption of electricity generation, petroleum supplies, or port operations can trigger cascading consequences extending far beyond the immediate site.
The principle driving this reform in the force’s functioning is that security must be organised not just around where an asset is located, but what it does and what its disruption would mean for the country.
This restructuring marks a shift from a predominantly installation-oriented guarding model toward an intelligence-led, risk-based approach to critical infrastructure protection.
For client organisations, this means interacting with a dedicated Sector Commander who thoroughly understands their specific industry, while this specialisation will directly support the systematic inclusion of advanced technology into the security apparatus.
Sector Headquarters will be uniquely positioned to harmonise physical security with cyber-risk management for industrial control systems, and deploy tailored counter-drone technologies, and formulate highly specific contingency plans for rapid restoration of operations following an incident.
