Man posing as RTI activist held for extorting Rs 1.35 lakh from Navi Mumbai builder

Mumbai, Oct 1 (UNI) Rabale police have arrested a 47-year-old man for allegedly posing as an RTI activist and extorting Rs 1.35 lakh from a builder by threatening to lodge complaints against his construction projects and implicate him in false criminal cases, officials said.
The accused has been identified as Tribhuvan Lalbihari Singh, a resident of Digha. Police said the alleged extortion began in the first week of May 2026, when Singh allegedly targeted the construction sites of complainant Jitendra Pratap Singh in Airoli and Digha.
According to the complaint, the accused allegedly threatened to lodge complaints against the projects with the Navi Mumbai Municipal Corporation (NMMC), CIDCO and MIDC, warning that such action could result in the demolition of the construction and cause financial losses to the builder.
Police further alleged that Singh threatened the builder and his son with physical assault and warned that the son would be implicated in a false criminal case if the demands were not met.
Fearing action against his projects, the builder allegedly paid Singh Rs 1.35 lakh through a combination of cash and online transfers, police said.
However, the alleged demands continued, with Singh subsequently seeking another Rs 5,000, prompting the builder to approach the police and lodge a complaint.
Following the complaint, Rabale police registered an FIR under Sections 308(5), 351(2) and 352 of the Bharatiya Nyaya Sanhita (BNS), relating to extortion, criminal intimidation and intentional insult with intent to provoke a breach of peace.
Police said the allegations that Singh threatened to approach civic and development authorities are being investigated, and it has not been indicated that the threatened complaints were actually filed.
Police are examining the alleged cash and online payments, the threats made to the builder and his son, and other circumstances surrounding the case. Officials also said Singh has previous cases registered against him, including allegations involving extortion, assault and intimidation.
Further investigation is underway.
