Manipur DIPR relaunches website, implements E-Office system to improve efficiency

Imphal, Oct 16 (UNI) The Directorate of Information and Public Relations (DIPR), Government of Manipur, today relaunched its official website and implemented the E-Office system, aiming to improve public access to government information and enhance administrative efficiency.

The programme was held at the DIPR auditorium in the presence of Secretary (IPR) Neeta Arambam, Director (IPR) Dr. Th. Charanjeet Singh, officials and staff members of DIPR and the Directorate of Information Technology.

Speaking on the occasion, Neeta Arambam emphasised that technology should ultimately serve the purpose of better governance and improved public service. She said the relaunched website would act as an important bridge between the government and the public by ensuring the timely, accurate and effective dissemination of authentic government information.

She expressed hope that the website would become a dynamic platform for keeping the public and media fraternity informed about government policies, programmes and achievements.

Highlighting the benefits of the E-Office system, the Secretary said it would reduce delays in file processing, facilitate timely decision-making and enable officials to track files pending at different levels.
She informed that the entire Secretariat had already adopted the system and that instructions had been issued to ensure the early onboarding of all district offices and directorates.

She urged officers and staff members to embrace the transition with an open mind and a positive attitude, rather than viewing E-Office as an additional responsibility.
She stressed that the system's success would depend on its effective use to minimise delays and improve administrative efficiency, adding that technology alone could not bring about change without the commitment of officials.

Delivering the welcome and keynote address, Director (IPR) Dr. Th. Charanjeet Singh said the DIPR website was an important platform for disseminating information on government initiatives to the public and the media.

He informed that the website was first launched in 2017 and began functioning properly in 2025. However, the technology had become outdated and incompatible, besides raising security concerns, necessitating its redevelopment using modern technology. He expressed gratitude to CubeTen Technologies Pvt. Ltd. for developing the relaunched website.

Dr. Charanjeet Singh further informed that new features had been incorporated into the website, including online application facilities for the Manipur Working Journalists Pension Scheme and the Manipur Journalist Welfare Scheme. The facilities would enable members of the media fraternity to apply for the schemes through the portal.

On the implementation of E-Office, he said the system would eliminate the need to physically deliver hard copies of documents, simplify file processing and reduce the risk of files and documents being misplaced. He urged all officers and staff members to actively use the system and work collectively towards its successful implementation.

Joyremba, of Technologies Pvt. Ltd., described the relaunched DIPR website as one of the most dynamic websites in Manipur and observed that a website served as the face of a department.

He pointed out that while government offices function during official working hours, their websites remain accessible round the clock from anywhere, making them vital platforms for public access to information.
He expressed confidence that the website would become an important source of authentic news, while improving accessibility and promoting transparency.

Dr. Joyremba emphasised that the launch marked only the beginning and that regular updates would be necessary to keep the website relevant and useful. He stressed that accuracy and authenticity of information were essential for DIPR to fulfil its role as a bridge between the government and citizens.

A technical session on the use of the relaunched DIPR website was conducted by B. Guneshore Sharma, Senior Technical Lead and Project Manager of CubeTen Technologies.
