Manipur: Governor orders peace committees in all districts

Imphal, Nov 3 (UNI) The Manipur government has ordered the constitution of District Level Peace Committees in every district of the State, to be chaired by the respective District Magistrates.
The order was issued by the Home Department, citing the prevailing law and order situation and the need to strengthen peace-building through sustained dialogue, community engagement and confidence-building measures according to Dr Mayengbam Veto Singh, Joint Secretary (Home).
Besides the District Magistrate, each committee will include the Superintendent of Police, the concerned Sub-Divisional Officers and Sub-Deputy Collectors, and district-level officers of relevant departments. Non-official members will include representatives of different communities and community leaders, civil society organisations and NGOs, local media and journalists, retired government employees, doctors and other professionals, and college lecturers, teachers and representatives of educational institutions. The Chairman may also add any other persons he considers appropriate.
The committees are meant to serve as platforms for continuous engagement with community leaders, civil society organisations and other stakeholders, to promote mutual understanding, address grievances, prevent tensions from escalating and help restore peace and normalcy. They are to recommend and facilitate confidence-building measures between communities and to facilitate dialogue between communities of adjoining districts, particularly in areas affected by tension or conflict. They will also explore structured inter-district peace talks involving community leaders and other stakeholders, in coordination with the district administrations.
The order further directs the committees to identify emerging tensions, grievances, rumours and other potential triggers of conflict and bring them promptly to the notice of the district administration for preventive action. They are also to work with local media and community representatives to counter rumours, misinformation and inflammatory narratives, and to encourage mutual respect, coexistence and cultural understanding, including through youth, women and civil society groups. In addition, they may suggest measures for the safe movement of people, restoration of essential services and resumption of normal socio-economic activities, wherever feasible.
Each committee must meet at least once every fortnight, or more often if the situation requires. The District Magistrate will convene and preside over the meetings and ensure broad-based and inclusive participation. Proceedings, decisions and action points are to be recorded, and an action-taken report will be reviewed at subsequent meetings. The District Magistrate will periodically submit a brief report on the committee's activities, major issues, recommendations and progress to the Home Department.
The order describes the committees as consultative and facilitative bodies that will not exercise powers assigned by law to the District Administration, the Police or any other competent authority. They are required to maintain impartiality, confidentiality wherever necessary, and due regard for the security, dignity and legitimate concerns of all communities.
