Zeliangrong body demands reorganization of districts in Manipur

Imphal, Oct 1 (UNI) The Former & Senior Leaders' Forum, Zeliangrong Civil Organisations (FSLFZCOs), today submitted a memorandum to Governor Ajay Kumar Bhalla at Lok Bhavan here, seeking security escorts for public vehicles on NH-37, recognition and relief for displaced Zeliangrong Naga families, and re-organisation of inter-district boundaries.
Convenor Titus Kamei, Co-Convenor Pamei Tingenlung, and advisors Jangamlung Panmei, Ashinpou Gangmei and Akhu Kamei said in the memorandum that re-organisation of inter-district boundaries is "the only option" for lasting peace. It said the demand is long pending and successive governments have failed to act on it. It maintained that the root cause of recurring Naga-Kuki conflict is land, and that tensions will continue as long as the boundary issue is neglected.
The crisis which started on 3 May 2023 and is now spreading to the hill areas, has particularly affected Zeliangrong Naga . It said commuters on NH-37 face serious security problems and asked that security forces escort public vehicles from Monday to Saturday. Vehicles from Imphal to Noney would assemble at Keithelmanbi at 7 am, and those from Noney to Imphal would assemble at Tupul Bazar at 3 pm.
As an alternative, the forum asked for dedicated battalions to provide continuous cover from 7 am to 5 pm, Monday to Saturday, along the Keithelmanbi–Tupul Bazar stretch.
Citing past incidents, the memorandum recalled the 1992–96 Kuki-Naga conflict. It alleged that on 19 October 1994 a passenger bus bound for Noney was intercepted between Kotlen and Senam Kuki villages and pushed into a gorge by KNF militants, killing about 40 people. It also referred to the killing of four people near Sejang Kuki village and at Kotlen in 1993. The forum said these incidents could have been avoided had the government of the time heeded public demands and taken precautions.
The forum said many Zeliangrong Naga families had been rendered homeless after their villages were burnt down, and that they are now sheltering with relatives in various places. It urged the government to identify them as Internally Displaced Persons (IDPs) and extend the same assistance and benefits given to other displaced families.
The memorandum listed eight villages it said were burnt down and vacated. In Kangpokpi district these are Thebram with 60 households, Tunglong (Tokpa) with 16 households or 60 persons, Bengjeng (Thanamba) with 30 households, Pipiuram with 16 households, Tapon Namsan with 40 households, and Chamripeu with 21 households. The other two are Sempat Naga in Noney district with 10 households and Gaidunluang in Tamenglong district with 11 households.
It added that women and children from some villages near Kuki-dominated areas have also moved to safer places.
Calling it the "topmost priority," the forum sought full security cover for Zeliangrong Naga villages in sensitive areas of Kangpokpi and Churachandpur districts. It named Konsaram, with 73 households and about 400 persons displaced, and K. Lungwiram, with 42 households and about 200 displaced. It also named Chawangkining with 30 households, Tapon with 35 households, and around 10 villages in the Kaiphundai area of Tamenglong district.
