Bihar CM honours winners of state-level painting, speech competitions

Patna, Oct 10 (UNI) Bihar Chief Minister Samrat Choudhary and union Minister Pralhad Joshi on Saturday felicitated eight students who excelled in state-level painting and speech competitions organised under the ‘Seva Hi Sankalp’ campaign on the theme ‘My Dream India’.
Congratulating the winners, Choudhary said Bihar’s first-place ranking nationally, alongside large-scale student participation, was a matter of pride for the state.
Students are the leaders of tomorrow and their dreams, ideas, talent and determination will lay the foundation for a developed Bihar and a developed India, he said, stressing the need to encourage young talent and provide students with opportunities to realise their potential.
Highlighting Bihar’s rich educational heritage, the chief minister referred to ancient institutions such as Nalanda and Vikramshila and said the state government was working with the Centre to restore the state’s academic standing. He thanked Prime Minister Narendra Modi and former chief minister Nitish Kumar for their role in initiatives to revive Nalanda University.
Choudhary said the state government was taking several steps to improve school education, strengthen infrastructure and expand access to higher education. He said 700 model schools had been developed under the Saraswati Vidya Niketan initiative, catering to around 3.5 lakh students. The ‘Vidyarthi Saathi’ app had been introduced to facilitate online learning, including late-night study sessions, he said.
According to the chief minister, around 1.42 lakh students used the platform to study until 1 am, with the number rising to nearly 1.75 lakh on Saturdays and Sundays.
He said around 33,000 teachers were being recruited through the TRE-4 process to improve teacher availability in government schools. The Education Department had also been asked to identify 100 outstanding teachers for advanced training at reputed institutions, including the University of Oxford, and other international educational centres.
The government was working to strengthen PM SHRI schools and improve their infrastructure and academic facilities by March next year, he said.
Choudhary said academic activities had begun at new degree colleges at 211 locations in July 2026, expanding access to higher education. The government was also working to strengthen open university education and encourage institutions from other states to establish campuses in Bihar, he added.
The chief minister said nearly seven lakh teachers were engaged in educating students from primary school to college level, while approximately two crore students were enrolled from Class I to undergraduate courses. He stressed the need to improve teaching standards, infrastructure and access to quality education.
The state government was also planning to provide uniforms to around one crore schoolchildren through women associated with the Jeevika self-help group network, he said, adding that the initiative would generate employment opportunities for the women while ensuring timely distribution of uniforms.
Referring to infrastructure development, Choudhary said the ‘Seva Sankalp’ and ‘Kayakalp’ campaigns had been launched to improve government schools through renovation, painting, repairs and upgrades to essential facilities.
He said the government was also working to expand industrial activity and create employment opportunities within Bihar to reduce migration of workers and young people to other states.
Highlighting welfare measures, the chief minister said around 62 lakh houses had been provided to poor families in Bihar under the Pradhan Mantri Awas Yojana between 2014 and 2026. He also said approximately 10 crore people in the state were receiving free food grains under central government schemes.
Choudhary said the state government was allocating around Rs 78,000 crore, or approximately 21 per cent of its Rs 3.47 lakh crore budget, to the Education Department.
He said the state government had provided land at 17 locations for Kendriya Vidyalayas and thanked the Centre for supporting the expansion of educational facilities in Bihar.
Joshi congratulated the Bihar government and the chief minister for organising the state-level painting and speech competitions on a large scale.
