Odisha cabinet clears Rs 450 crore skill development scheme to train 4.20 lakh youth

Bhubaneswar, Oct 13 (UNI) The Odisha Cabinet on Tuesday approved the Rs 450-crore Dakshyata Vikas Yojana to skill 4.20 lakh youth over three years, with a focus on industry-oriented training, digital skills, overseas employment and improved employability.
The scheme, approved at a Cabinet meeting chaired by Chief Minister Mohan Charan Majhi, will be implemented during 2026-27 to 2028-29 to prepare the state's youth for emerging job opportunities in India and abroad.
Briefing the media after the Cabinet meeting, Chief Secretary Anu Garg said the initiative would integrate skill development with higher education in line with the objectives of the National Education Policy (NEP) 2020.
Skill Hubs will be established in higher education institutions to offer placement-linked courses aligned with the National Skills Qualifications Framework (NSQF). The initiative will enable students to acquire industry-relevant skills alongside their academic programmes, thereby improving their employment prospects.
Under the scheme, 1.17 lakh youth will receive placement-linked short-term training, while three lakh youth will be provided digital skilling in emerging fields such as Artificial Intelligence, Cloud Computing, Data Analytics and Cybersecurity.
The scheme also seeks to expand overseas employment opportunities for Odisha's skilled workforce in response to growing demand in international labour markets.
Garg said the programme would provide foreign language training in German, Japanese and other languages, along with cultural orientation, certification support, visa assistance, travel assistance and post-placement services to facilitate overseas employment.
Specialised skill development projects will also be undertaken for vulnerable sections, including persons with disabilities, jail inmates, transgender persons and Particularly Vulnerable Tribal Groups (PVTGs), she said.
The Cabinet further approved the continuation of the Chief Minister Skill Development Fellowship, under which 40 fellows will be deployed across districts to assess skill demand and gaps, strengthen industry partnerships and support the implementation of skill development initiatives.
A Skilled-in-Odisha Digital Hub will also be established to facilitate end-to-end tracking of candidates and monitor training outcomes, ensuring greater transparency and accountability in the implementation of the scheme.
Describing Dakshyata Vikas Yojana as a comprehensive, outcome-driven initiative, Garg said it would combine quality training, technology-enabled learning and industry partnerships to build a skilled, future-ready and globally competitive workforce.
The initiative is expected to strengthen youth employability and contribute to Odisha's vision of Viksit Odisha 2036, she added.
