Odisha to launch door-to-door voter survey for 2027 local body polls

Bhubaneswar, Oct 15 (UNI) The Odisha State Election Commission will launch a door-to-door survey on October 26 to prepare electoral rolls for the 2027 panchayat and urban local body elections, with the exercise scheduled to conclude on November 7.
Addressing the media on Thursday State Election Commissioner Madhusudan Padhi said the draft electoral rolls would be published on January 1, 2027, while the final rolls would be released on February 10 after the disposal of claims and objections.
Voters will have 20 days from the publication of the draft rolls to verify their particulars and submit claims or objections, Padhi said while addressing a press conference.
The survey aims to ensure that all eligible voters in a household are listed consecutively in the electoral roll of the same ward and polling booth, enabling family members and residents of the same locality to exercise their franchise at a common polling station.
Under the proposed system, each household will be assigned a unique house number linked to the names of all eligible voters residing there. The initiative is intended to make electoral rolls more systematic and accurate while reducing discrepancies in voter records.
The Commission has urged political parties to appoint booth-level agents to ensure transparency and facilitate public participation in the exercise.
Booth Level Officers (BLOs), Anganwadi Workers, Jalasathis, Swachh Sathis and ASHA workers will visit households to collect information and verify electoral roll particulars. Panchayat Executive Officers, BLO supervisors, Assistant Electoral Registration Officers (AEROs) and Electoral Registration Officers (EROs) will be assigned responsibilities for implementation and monitoring at different levels.
Following publication of the draft rolls on January 1, voters will be able to check their names and other details and raise objections or seek corrections within the prescribed period.
The Commission has prescribed separate forms for the inclusion, correction and deletion of names in rural, urban and municipal corporation areas.
In rural areas, Form 16 will be used for the inclusion or correction of names, while Form III will serve the same purpose in urban areas and Form VII in municipal corporation areas.
For objections seeking deletion of names, Form 17 has been prescribed for rural areas, Form IV for urban areas and Form VIII for municipal corporation areas.
Padhi said the claims and objections received during the stipulated period would be examined by the AEROs and EROs, who would take appropriate action in accordance with the prescribed rules.
The Commission aims to complete the survey and subsequent revision of the electoral rolls within the stipulated timeline, paving the way for the preparation of voter lists for the 2027 panchayat and urban local body elections.
