Odisha to revise 2021 EV policy to become model Electric Vehicle Ecosystem

Bhubaneswar, June 25 (UNI) The Odisha Government is set to revise the Odisha Electric Vehicle (EV) Policy 2021 with an aim to promote green mobility, reduce carbon emissions, and transform
the state into a model EV ecosystem in the country.
In a significant move, the Commerce & Transport Department and the Energy Department of the Government of Odisha jointly organized a high-level brainstorming session today to deliberate on
the proposed Odisha EV Policy 2.0.
The meeting, co-chaired by Usha Padhee, Principal Secretary of Commerce & Transport, and Vishal Kumar Dev, Principal Secretary of Energy, focused on accelerating Odisha’s electric mobility transition and achieving key targets under the revised policy.
It was resolved during the meeting to target at least 50 percent of all new vehicle registrations in the state to be Battery Electric Vehicles (BEVs) by the year 2036.
According to official sources, the state has witnessed a significant rise in EV registrations—from just 1.16 percent in 2021 to 8.71 percent as of June 20, 2025.
Currently, Odisha has over 550 Public Charging Stations (PCS), including captive infrastructure operated by two-wheeler OEMs, DISCOMs, and Oil Marketing Companies.
To strengthen the charging network, the State Transport Authority (STA) has already issued a Request for Proposal (RFP) to develop EV charging stations at strategic locations across the
state.
Sources added that the revised policy will include an extension of validity, enhanced incentives for
EV buyers and Charge Point Operators (CPOs), and financial support for empaneled CPOs from
the state budget on a first-come-first-serve (FCFS) basis.
The new policy will also explore options to phase out Internal Combustion Engine (ICE) vehicles, establish a dedicated EV fund, and address range anxiety through the rapid deployment of
charging stations in urban and semi-urban areas.
A holistic approach is being adopted to stimulate both the supply side (EV manufacturing ecosystem) and the demand side (consumer incentives), ensuring balanced and inclusive EV growth.
Odisha also plans to actively leverage the PM e-DRIVE Scheme of the Government of India to provide financial assistance for EV adoption. The Commerce & Transport Department has already submitted recommendations for inclusion in the scheme’s guidelines.
As part of the broader Odisha Vision 2036, the state aims to achieve 50 percent adoption of Electric and Alternate Fuel Vehicles by 2036.
