Delhi CEO says SIR notices do not mean voter names will be deleted

New Delhi, Sep 20 (UNI) The Delhi Chief Electoral Officer (CEO) on Sunday clarified that notices being issued to certain electors during the ongoing Special Intensive Revision (SIR) of electoral rolls are part of the verification process and do not by themselves mean that the names of those voters will be deleted.
The clarification came amid reports in print and social media about notices being served to VIPs and other “marked electors” during the revision exercise.
The CEO office said the SIR was being conducted with the objective of ensuring that “no eligible citizen is left out while no ineligible person is included in the Electoral Roll.” The Election Commission had ordered the exercise in Delhi as part of the 2026 SIR process.
According to the CEO's statement, the draft electoral roll published on August 31 was prepared on the basis of information furnished by electors through Enumeration Forms collected by Booth Level Officers (BLOs). The draft roll has been made available through the CEO Delhi website, offices of Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs), besides designated polling station locations.
During the house-to-house verification, BLOs also prepared a list of Absent, Shifted, Dead and Duplicate (ASDD) electors.
The CEO office said electors appearing in the draft roll have been broadly divided into those who could link themselves, or entries of their progeny, with the electoral rolls of the last intensive revision and those who could not establish such a linkage.
Notices are being generated for electors who could not be linked with the previous intensive-revision roll as well as those whose linkage contains what the authorities have termed “logical discrepancies”.
However, the issuance of such a notice does not amount to a decision to remove a voter from the roll, the CEO office stressed.
“No name can be deleted without giving an opportunity of being heard and a proper, speaking and appealable order,” it said, adding that the notices were being generated to facilitate correction of data in ECINET.
The office also rejected the suggestion that the notice process by itself represented an “existential crisis” for the affected electors, saying the concerns being raised in sections of the print and social media did not reflect the procedure being followed.
Electors receiving notices can submit their replies and supporting documents to the concerned ERO or BLO. The CEO office said the list of documents prescribed by the Election Commission is indicative and not exhaustive, allowing EROs to consider other relevant material while deciding individual cases.
The final decision in each case will be taken by the statutory ERO after considering the documents available and the report submitted by the BLO.
The disposal of the notices is scheduled to be completed by October 29, while the final electoral roll is scheduled to be published on November 4, according to the Delhi CEO's statement.
The Election Commission's published SIR framework also provides for a notice, hearing and verification stage before finalisation of the rolls.
The CEO office reiterated that the revision exercise was intended to make the electoral roll more accurate while ensuring participation of eligible voters.
Separately, the Delhi CEO's daily SIR bulletin said 84,263 Form-6 applications were received between August 31 and September 19, taking the total number of applications received up to September 19 to 2,96,663, including 2,12,400 received up to August 30. The Election Commission's voter services platform allows eligible citizens to register, update electoral-roll details, and track applications.
