Centre asks states to enforce display of hospital treatment charges, seeks compliance review

New Delhi, Oct 13 (UNI) The union Health Ministry has asked states and union Territories to review compliance with existing regulations requiring hospitals and other clinical establishments to prominently display charges for medical services and facilities, in a move aimed at improving transparency, preventing billing disputes and enabling patients to make informed treatment decisions.
In a letter , union Health Secretary Punya Salila Srivastava urged state and UT authorities to ensure effective implementation of the applicable provisions and issue appropriate advisories to clinical establishments.
The letter said treatment rates should be displayed at conspicuous, clearly visible and easily accessible locations, in the local language as well as English, wherever required under the relevant regulatory framework.
Referring to the Clinical Establishments (Registration and Regulation) Act, 2010, and the Clinical Establishments (Central Government) Rules, 2012, Srivastava said the regulations require clinical establishments covered by them to display charges for different services and available facilities for the benefit of patients and their attendants.
"Transparent and conspicuous display of rates enables patients and their attendants to understand the likely financial implications of treatment, make informed decisions and plan their healthcare expenditure," the Health Secretary said in the letter.
She said such transparency could also minimise avoidable confusion and billing-related disputes while strengthening public confidence in healthcare services.
The ministry clarified that in states and UTs where the central Clinical Establishments Act does not apply, registration and regulation of healthcare institutions are governed by the respective state or UT regulatory frameworks. Several of these frameworks also contain provisions relating to the display of treatment charges.
Since health is a state subject, the responsibility for implementing and enforcing the applicable regulations rests with the respective state and UT administrations, the letter said.
The Health Secretary also stressed the need for hospitals to prominently display, wherever applicable, package rates offered to international patients visiting India on Medical or Ayush visas.
She said greater pricing transparency would help foreign patients make informed decisions, reduce grievances relating to treatment charges and billing, and strengthen India's position as a trusted destination for medical and Ayush care.
Srivastava requested the authorities to review compliance with the relevant provisions and take appropriate measures for their effective implementation.
