Delhi launches digital command centre to detect water leaks, speed up repairs

New Delhi, Oct 14 (UNI) Delhi Water Minister Parvesh Sahib Singh on Wednesday inaugurated an Intelligent Command and Control Centre (IC³) and flagged off a dedicated Emergency Response Vehicle to strengthen water supply monitoring, minimise water loss and expedite repairs across the capital.
The initiatives, launched at JWIL Infra Limited’s office on Shivaji Marg, are designed to improve coordination between control room officials and field teams, enabling faster detection of pipeline leaks and more efficient resolution of consumer complaints.
“For us, water management is not just about supplying water. It is equally important to prevent wastage, identify problems quickly and ensure that people do not have to suffer because of a pipeline leak or an avoidable disruption. Technology must translate into a visible improvement in the everyday lives of Delhi’s residents,” Singh said.
The IC³ platform will integrate data from Supervisory Control and Data Acquisition (SCADA) systems, Geographic Information Systems (GIS), smart meters, consumer complaints, maintenance records and GPS-enabled field vehicles on a common digital dashboard.
The system will enable officials to monitor the water supply network, identify vulnerable locations, track repair teams and assess the status of complaints. Artificial Intelligence (AI) and digital-twin technology will also help anticipate pipeline bursts, detect low-pressure areas and analyse demand patterns, facilitating preventive maintenance rather than relying solely on responses after disruptions occur.
Emphasising accountability, the minister said, “Our focus is clear: less water wastage, faster repairs and greater accountability. When a complaint comes in, the response should be quick and the action taken should be trackable. We want systems that help officials make better decisions on the ground and deliver better services to people.”
The Emergency Response Vehicle has been equipped with high-capacity submersible dewatering pumps, a 60 kVA generator set and essential repair equipment, allowing it to operate independently of power availability at an incident site. Its GPS integration with the command centre will help officials track its location and coordinate deployment during emergencies.
The vehicle is expected to reduce delays in major pipeline repairs, shorten water supply disruptions and minimise water loss and road damage. It will support emergency operations across all three packages of the Chandrawal Water Supply Project being executed by JWIL.
“A few minutes can make a significant difference when a major water pipeline develops a leak. Having equipment ready to move, instead of arranging it after an emergency occurs, can save time and help restore services sooner. This is the kind of practical improvement Delhi needs,” Singh said.
JWIL is executing the Delhi Jal Board’s Chandrawal Water Supply Project under Packages 2, 3 and 4, covering areas that together account for approximately 10 per cent of Delhi’s population and geographical area, including key VIP areas.
