Govt sets annual toll pass rates for local residents from November 1

New Delhi, Oct 27 (UNI) The Central Government has notified a new concessional annual toll pass scheme for eligible vehicle owners residing within 20 kilometres of a national highway toll plaza, with charges fixed at Rs 1,500 or Rs 3,000 depending on the location of the plaza.
The Ministry of Road Transport and Highways, through a notification issued on October 26, has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008. The revised provisions will come into force on November 1, 2026.
Under the new rules, vehicle owners with valid, functional FASTags registered for non-commercial purposes can opt for a concessional local pass instead of the existing monthly pass.
The annual charge will be Rs 1,500 for toll plazas situated outside municipal or local town limits and Rs 3,000 for those located within such boundaries.
The notification specifies that the concessional pass will be "valid only for that specific fee plaza", restricting its use to the designated toll collection point.
However, the concession will not be available on national highways or expressways operating under a closed-user fee collection system.
The government has also excluded motorists with access to a service road or an alternative road.
The notification states that no concessional local pass shall be issued if such an alternative route is available for use by the vehicle's driver, owner or person in charge.
The Centre may revise the prescribed annual rates on April 1 each year.
The changes have been introduced under Section 9 of the National Highways Act, 1956, through the National Highways Fee (Determination of Rates and Collection) (Fifth Amendment) Rules, 2026.
The notification, signed by Joint Secretary Chetna Nand Singh, provides eligible local residents with an annual alternative to the existing monthly toll pass, subject to the prescribed conditions.
