Haryana simplifies industrial permissions, notifies online self-certification framework

Panchkula, Oct 6 (UNI) The Haryana government has notified amendments to simplify the permission framework for industrial purposes, providing for online self-certification under which permission generated through the mechanism will be deemed to have been granted by the Director of Town and Country Planning.
The Town and Country Planning Department issued an extraordinary gazette notification on Tuesday, amending the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965, as applied to Haryana.
The amended provisions have been notified as the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development (Haryana Amendment) Rules, 2026.
Under the amendments, the government has inserted definitions of “conforming use”, “conforming zone” and “self-certification”.
A “conforming use” in respect of any land or building in a controlled area means its use in accordance with the major land use specified for that part of the area in the development plan.
A “conforming zone” has been defined as a major land-use zone in the development plan where activities consistent with the specified uses are permissible.
The notification defines “self-certification” as a process through which an applicant furnishes the required information, documents and undertakings, duly certified by the applicant.
In a significant change, the government has amended Rule 26A to provide that information submitted by an applicant for permission, generated through self-certification for industrial purposes, will be deemed an application made under the rule.
The notification further states that the provisions of Rules 26B, 26C and 26D will not apply to such an application.
The government has also amended Rule 26E, providing that, except for industrial purposes, the Director will grant permission if an applicant fulfils all conditions laid down under Rule 26D to the Director's satisfaction.
For industrial purposes, however, permission generated through online self-certification will be deemed to have been granted by the Director.
The government has built a safeguard into the self-certification mechanism to deal with false or misleading declarations.
According to the notification, any permission generated through self-certification for industrial purposes on the basis of a false statement, misrepresentation or concealment of any material fact will be void ab initio and deemed to have had no effect from the date of its grant.
