Pensioners seek cut in 15-year commuted pension restoration period, push for 11-year relief pending review

Panchkula, Sep 23 (UNI) A national pensioners’ body has asked the Centre and the 8th Central Pay Commission to reconsider the 15-year waiting period for restoration of commuted pension, seeking restoration after 11 years as an interim measure and a fresh actuarial review to determine whether the existing period remains justified.
In a representation to the Chairperson of the 8th Central Pay Commission and the Department of Pension and Pensioners’ Welfare, Bharat Pensioners’ Samaj (BPS) said the review was warranted in the wake of a September 16 judgment of the Himachal Pradesh High Court and changes in interest rates, life expectancy, mortality patterns and commutation factors.
BPS said the High Court did not order a reduction of the 15-year period, but emphasised the need for the government to examine the issue rationally in the light of changed circumstances and relevant actuarial parameters, while balancing the interests of the government and retirees.
