Govt notifies Engineering Services Examination 2027 rules; candidates must be 21-30 yrs, applications close Oct 6

New Delhi, Sep 18 (UNI) The Centre has notified the Engineering Services Examination Rules, 2027, laying down eligibility, age, reservation and service-allocation conditions for recruitment of engineers to several key Central government services and posts through the union Public Service Commission (UPSC).
The rules were notified by the Ministry of Communications' Department of Telecommunications on September 16 and published in the Gazette of India on September 17.
The combined competitive examination will cover four categories — Civil Engineering, Mechanical Engineering, Electrical Engineering, and Electronics and Telecommunication Engineering — for recruitment to Group A and Group B services and posts across several ministries and departments.
The participating services include the Central Engineering Service, Central Engineering Service (Roads), Survey of India Group A Service, Border Roads Engineering Service, Central Water Engineering Service, Indian Defence Service of Engineers and Indian Railway Management Service under the Civil Engineering category.
The Mechanical category includes, among others, the Indian Geological Survey Engineering Service, Indian Naval Material Management Service, Indian Defence Service of Engineers, Indian Railway Management Service and Central Water Engineering Service.
The Electrical category covers services including the Central Electrical and Mechanical Engineering Service, Indian Naval Material Management Service, Central Power Engineering Service, Indian Railway Management Service and Indian Defence Service of Engineers.
Under Electronics and Telecommunication Engineering, participating services and posts include the Indian Radio Regulatory Service Group A, Indian Telecommunication Service Group A, Junior Telecom Officer Group B and Indian Railway Management Service (Signal and Telecommunication).
The number of vacancies to be filled through the examination has not been specified in the Gazette rules. It will be specified in the examination notice issued by the UPSC.
Reservation will be provided for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Sections and Persons with Benchmark Disabilities in accordance with the prescribed rules.
Under the age criteria, a candidate must have attained the age of 21 years but must not have attained 30 years on January 1, 2027.
Candidates should, therefore, have been born not earlier than January 2, 1997 and not later than January 1, 2006.
The upper age limit is relaxable to 35 years for specified government employees seeking admission to the examination for eligible services or posts, subject to the conditions laid down in the rules.
The upper age limit is also relaxable by up to five years for SC/ST candidates and three years for eligible OBC candidates. Prescribed relaxations are available to certain defence personnel and ex-servicemen, while candidates belonging to specified Persons with Benchmark Disabilities categories can get relaxation of up to 10 years.
Candidates are generally required to possess a degree in engineering from a recognised university or institution. The rules also recognise certain specified professional examinations and other qualifications as alternatives.
A candidate may compete for one of the four engineering categories. Allocation to a service or post will be subject to medical fitness and based on the candidate's merit position, preferences and the number of vacancies. Candidates must indicate at least one preference to be considered for service allocation.
The rules contain specific requirements for candidates claiming reservation. An EWS candidate must possess the prescribed income and asset certificate based on income for financial year 2025-26, issued on or after April 1, 2026 but not later than the closing date for applications for the Engineering Services (Preliminary) Examination, 2027 — October 6, 2026.
OBC candidates are required to furnish a non-creamy layer certificate based on their income during financial years 2025-26, 2024-25 and 2023-24. It must have been issued on or after April 1, 2026 and not later than October 6, 2026.
The rules also make clear that a candidate who declares himself or herself as belonging to the general category cannot subsequently seek a change to a reserved category, except in specified circumstances involving a government notification adding a community to a reserved list. Requests to switch from one reserved category to another will also ordinarily not be entertained.
The Gazette further lays down provisions governing the examination scheme, medical and physical standards, service allocation, disqualification and disciplinary action, reservation for eligible candidates with benchmark disabilities, use of scribes and tie-breaking principles.
