Y S Parmar varsity turmoil: Faculty members storm VC office, slapped with show cause notices

Solan, Oct 6 (UNI) Following an alleged attempt by some faculty members to storm the Vice-Chancellor’s office, hurling unparliamentary abuses and laying siege to the executive block, the varsity authorities have slapped show cause notices on erring officials, on the campus of YS Parmar University of Horticulture and Forestry Nauni -Solan, on Tuesday.
The varsity administration has issued a stringent preliminary show-cause notice to senior Professor and Head of Departments and faculty members, citing severe breach of university discipline, intimidation of officers, and creating an unlawful chaos.
The authorities have sought a formal written explanation within seven days, failing which ex-parte disciplinary action will be initiated.
The varsity has also lodged an official complaint with the Solan police, noting that outside security reinforcements had to be called in following fears of a complete breakdown of law and order on campus.
According to the university's detailed charge sheet, the high-voltage standoff occurred around 10:30 A.M. on October 5, 2026. The notice states that the delinquent academicians, accompanied by Ashu Chandel, Prof and Head of Department of Basic Sciences, Dr. Subhash Sharma (Associate Professor and HoD, Social Science), Dr. Nidhish Gautam (Scientist, Directorate of Extension Education), and Dr. Ranjna Kumari (Assistant Professor, SAF), arrived outside the Vice-Chancellor’s office in the Administrative Block without any prior appointment.
The faculty members allegedly attempted to force their way into the office by physically pushing past deployed security personnel who had pleaded with them to await protocol.
The confrontation rapidly escalated as the group staged an unauthorized demonstration outside the door.
According to official reports, the faculty members shouted aggressively and used profane, abusive language directed at the Vice-Chancellor utterances so loud they were heard directly inside by the executive head himself, disrupting critical administrative work.
Internal inquiries indicate that the dramatic outburst stems from a simmering administrative dispute.
The varsity authorities pointed out that the aggressive conduct occurred in connection with inquiries into the academic's initial appointment—a sensitive matter currently under active scrutiny by the State Vigilance Department.
The administration’s notice alleges that the unruly confrontation was allegedly a calculated attempt to exert "unwarranted pressure" on the competent authority to subvert legitimate vigilance proceedings.
Adding weight to the charges, the varsity confirmed that the entire episode was captured on surveillance cameras.
Official video footage reportedly corroborates the aggressive posturing and intimidation by the faculty members, forcing the authorities to seek emergency police intervention.
The show-cause notice further details a contentious trail of external correspondence.
The academic stands accused of writing an unauthorized letter directly to Arun Sharma, Secretary to the Vice-Chancellor, while escalating internal strife by endorsing copies to external constitutional offices, including the Secretary to the Governor of Himachal and the Secretary (Horticulture).
In the contested letter, the faculty member allegedly demanded an "unconditional written apology," challenged the authority of the administration, sought the withdrawal of official orders, and threatened a serving government officer with civil, criminal, and defamation proceedings.
The university slammed this communication as an act of rank insubordination, underscoring that no statutory provision, ordinance, or administrative delegation authorizes an employee to intimidate executive officers or air internal departmental squabbles before higher constitutional authorities.
The administration has invoked multiple statutory violations, stating that the alleged actions fall foul of Statute 8.1(1)(c) (conduct unbecoming of a varsity employee) and Statute 8.1(6) (participation in dharnas, gherao, or obstruction of duty) under Chapter VIII of the University Statutes, read alongside the Central Civil Services (Classification, Control and Appeal) Rules, 1965.
Issued under the direction of the Vice-Chancellor pursuant to Section 25 of the Himachal Pradesh Universities of Agriculture, Horticulture and Forestry Act, 1986, the preliminary notice warns that failure to respond within the stipulated seven days will result in the file being placed directly before the Competent Authority for major or minor penalty proceedings without further reminder.
The administration maintained that the internal disciplinary procedure will run parallel to the criminal complaints pending before the police.
Furthermore, the university has reserved its right to place all video records and official documentation directly before the Himachal High Court should the standoff intersect with ongoing judicial proceedings.
