UP CEO holds key meet ahead of 2027 state assembly polls

Lucknow, Oct 7 (UNI) Uttar Pradesh Chief Electoral Officer ( CEO) Navdeep Rinwa held a meeting on Wednesday via video conferencing with all District Electoral Officers, Police Commissioners, Senior Superintendents of Police/Superintendents of Police regarding preparations for the 2027 Assembly Elections.
Necessary guidelines were provided in the meeting to ensure timely, transparent, and systematic election preparations.
He informed that, as per the instructions of the Election Commission of India, there is a provision for the appointment of Sector Officers and Sector Police Officers four months prior to the date of the Assembly Elections.
Hence keeping in mind the first date of voting in the last Assembly elections, instructions were given to ensure the appointment of Sector Officers and Sector Police Officers within a week for the upcoming Assembly Elections 2027.
The CEO said that sensitive and competent officers should be appointed as Sector Officers and Sector Police Officers. After appointment, they should be provided timely training on their responsibilities and election-related provisions through master trainers at the district level, so that the officers can discharge their duties effectively during the elections.
The Chief Electoral Officer stated that Sector Officers will supervise EVM awareness programs before the elections and polling-related proceedings on polling day in their respective areas. Sector Officers will also supervise the work of polling officers at the respective polling stations on polling day.
Rinwa directed that the VM-1 format related to vulnerability mapping be made available to Sector Officers and Sector Police Officers in a timely manner. VM-1 records details of criminal cases from previous Lok Sabha and Assembly elections, caste-related violence, violations of the Model Code of Conduct, seizure of cash and other material, re-polls, individuals with serious criminal cases, and cases related to alcohol. He stated that based on the VM-1, Sector Officers and Sector Police Officers will visit their respective areas and ensure necessary follow-up action.
The Chief Electoral Officer directed Sector Officers to visit polling stations in their respective areas and conduct on-the-spot inspections of facilities for polling personnel and voters. He stated that the access roads to polling stations and the availability of essential basic amenities such as electricity, furniture, ramps, toilets, shade, and drinking water should be verified. Sector Officers will submit their reports to the District Election Officer after the inspection.
After reviewing the report, the District Election Officer will coordinate with the concerned departments to ensure timely completion of the work at polling stations where essential amenities are found to be lacking.
The Chief Electoral Officer stated that the criteria for selecting critical polling stations are set out in the Handbook for Sector Officers. The process of preparing the list of critical polling stations based on the prescribed standards should be completed on time.
He also directed that polling stations where mobile network connectivity is not available be identified. Coordination with the service provider of the respective district should be ensured to provide network facilities at these polling stations, so that there is no disruption to communication and election-related work during the voting process.
Rinwa directed the District Election Officers to ensure compliance with the provisions set out in the Election Commission of India's EVM Manual during the monthly and quarterly inspections of EVM warehouses.
He stated that a 30-day backup of the recordings from the cameras installed in the warehouses must be available. Currently, the process of First Level Checking (FLC) of EVMs is underway in many districts. In such a situation, if there is any problem like termites, seepage or any other type of problem in the warehouse, then it should be rectified during the FLC period itself.
He also directed to ensure the security arrangements in the warehouse as per the prescribed manual. The Station House Officer and Deputy Superintendent of Police of the concerned area should also inspect the presence of security force and security arrangements in the warehouse from time to time.
The Chief Electoral Officer directed all the concerned officers that in view of the upcoming General Assembly Elections-2027, all the preparations should be completed as per the guidelines of the Election Commission and the prescribed time limit, so that the election process can be conducted in a free, fair, transparent and orderly manner.
