Ladakh announces panchayat polls, LAHDC seats increased to 100, Kargil council dissolved

Srinagar, Oct 21 (UNI) Ladakh administration has announced a series of major political and administrative developments, notifying 100 elected constituencies for the eight Ladakh Autonomous Hill Development Councils (LAHDCs), dissolving the erstwhile LAHDC Kargil following district reorganisation, and the State Election Commission proposing to hold Panchayat general elections across all Panchayat Halqas from November 21.
The developments mark a significant phase in the restructuring of local governance and grassroots democratic institutions in the union Territory.
The SEC has proposed to complete he electoral process by November 30. According to the election schedule issued by the SEC, notifications for the general elections will be issued on October 26. The last date for filing nominations is November 2, while scrutiny will take place on November 3 with withdrawal until November 5. Polling will be held on November 21.
The commission has also announced that the Model Code of Conduct for candidates and political parties participating in the Panchayat elections has come into force with immediate effect.
In another major development, the territorial administration has notified 100 elected constituencies for the eight LAHDCs under the amended LAHDC Act, 1997, almost doubling the existing strength of 52 councillors.
Lieutenant Governor Vinai Kumar Saxena described the expansion as a historic milestone for grassroots democracy in Ladakh.
Under the revised arrangement, Leh will have 22 constituencies, Kargil 21, Sankoo 13, Changthang 10 and Drass seven with nine each for Nubra, Sham and Zanskar.
The Lieutenant Governor said the distribution of constituencies was based on a rational and fair apportionment, taking Panchayat Halqas and municipal wards as foundational units while giving due weight to both elector population and geographical area.
He expressed confidence that the increase in the number of seats would enhance local representation, strengthen grassroots democracy and promote inclusive governance across the region.
In a separate order, the Administration dissolved the erstwhile LAHDC Kargil with immediate effect following the reorganisation of districts.
The dissolution marks another significant administrative change in the functioning of hill council institutions in the region.
