UCC debate gains ground in Uttar Pradesh ahead of 2027 Assembly polls

Lucknow, Sep 16 (UNI) The debate over the Uniform Civil Code (UCC) is gaining momentum in Uttar Pradesh ahead of the 2027 Assembly elections after union Home Minister Amit Shah said the BJP-led NDA would seek to implement the code in all 21 NDA-ruled states ahead of the 2029 Lok Sabha elections.
Shah's statement has brought the UCC back into political focus in Uttar Pradesh, where the issue could feature alongside caste equations, employment, inflation, farmers, law and order and social justice in the run-up to the Assembly polls. Shah said on September 13 that he was confident the UCC would be implemented in all 21 BJP-NDA ruled states before 2029.
However, there is no indication yet of an immediate legislative move on the UCC in Uttar Pradesh. According to sources cited by people familiar with the matter, the state government has not formally asked the Uttar Pradesh State Law Commission to prepare a draft UCC, and there is therefore no announced timeline for introducing such legislation in the state.
Uttarakhand is currently the only state where a UCC is in force. Gujarat, Assam and Madhya Pradesh have also passed UCC legislation, although their laws are at different stages of implementation.
The UCC seeks to provide common rules governing personal matters such as marriage, divorce, inheritance and adoption irrespective of religion. Uttarakhand's law, which came into force in January 2025, also includes provisions relating to marriage registration, succession and live-in relationships and prohibits polygamy.
BJP sources said that the UCC had long been an important ideological issue for the party and that Shah's latest statement had brought it back into national and state-level political discussions.
BJP sources said organisational activities in Uttar Pradesh had intensified ahead of the Assembly elections, with party meetings focusing on preparations, government performance and public outreach. The UCC could consequently become part of the party's broader electoral discourse if the state government decides to initiate the legislative process.
However, political analysts believe it is too early to say what impact the UCC will have on the electoral dynamics of Uttar Pradesh. Issues such as caste equations, employment, inflation, farmers, law and order, and social justice are also on the agenda of political parties in the state.
A.K. Srivastava, former professor of political science at Banaras Hindu University, said the issue is currently at the stage of political debate and its eventual role in the election would depend on the timing and nature of any legislative initiative by the state government.
Opposition parties have sought to shift the focus towards economic and social issues.
Samajwadi Party president Akhilesh Yadav has criticised the BJP's UCC push and argued that issues such as employment, inflation and social justice should receive greater attention. Congress and other opposition leaders have similarly highlighted employment, poverty, healthcare and other welfare concerns in their response to the UCC debate.
Reacting to Shah's statement, Uttar Pradesh Congress president Ajay Rai said the announcement had little practical significance at this stage and alleged that the issue was being raised for electoral reasons.
The BJP, however, has defended the proposed UCC as a matter of national interest.
Uttar Pradesh BJP spokesperson Avneesh Tyagi said the party did not approach such issues solely from an electoral perspective and maintained that the government's decisions were guided by what it considered to be in the national interest.
With the Assembly election approaching, the UCC debate is therefore likely to remain linked to two parallel questions in Uttar Pradesh — whether the state government initiates a formal legislative process and how political parties choose to frame the issue alongside the state's existing economic, social and governance concerns.

HP school education board warns 129 state open school study centres for not conducting PCP classes

Dharamshala, Sep 17 (UNI) The Himachal Pradesh Board of School Education (HPBOSE) has taken strict action against 129 State Open School (SOS) study centres for failing to conduct mandatory Personal Contact Programme (PCP) classes for students enrolled in the September 2026 session.
Board Chairman Dr Rajesh Sharma said all study centres had already been directed to conduct PCP classes for newly enrolled students and those opting for additional subjects.
