New digital payment system becomes effective at National Lok Adalat in UP

Lucknow, Sep 16 (UNI) The Allahabad High Court's new digital initiative towards online payment and speedy settlement of traffic challans in the district judiciary of Uttar Pradesh has yielded effective results.
During the National Lok Adalat held on September 12, 2026, the 'Payment Setu Portal', developed in-house by the High Court, was simultaneously deployed in 74 districts of the state. Through this system, 18,661 traffic challans were settled in a single day, and an amount of Rs 83,38,525 was received digitally.
The unique feature of this digital system is that upon completion of the payment, a receipt is automatically generated and the entry is automatically recorded in the relevant registers. This makes the entire process of settling traffic challans simpler, faster, and paperless.
The "Payment Setu Portal" is based on a dynamic QR code system. As soon as the court determines the amount of the fine, the portal automatically generates a QR code and payment link specific to the case. This link is securely sent to the registered mobile number of the person concerned. Citizens can make payments using UPI from their mobile phones, and upon successful payment, they receive a receipt directly on their mobile phone.
The new system eliminates the need for cash transactions at the court counter, the preparation of handwritten receipts, and the subsequent accounting reconciliation process. The entire process of challan, payment, and receipt is digitally recorded from start to finish. A verifiable digital record of each transaction is available. Thus, the process of paying and settling traffic challans has been completely paperless.
The District Court of Gautam Buddha Nagar saw the highest use of this portal in the state, as 2,980 challans were settled here, receiving a sum of Rs 10,42,973 digitally. Gautam Buddha Nagar ranked first in the state in terms of both the number of challans and the amount received. Additionally, the District Court of Lucknow handled 1,198 challans digitally, while Ballia handled 848 challans digitally.
Citizens coming to each district court for e-challan settlement were provided with necessary information and technical assistance through the e-service center and help desk. The citizens were then directed to the court concerned. The technical team of each district court was available throughout the day to provide necessary technical support.
A central control room/war room was operated in the office of the Joint Registrar (Judicial) (CPC) to oversee and coordinate the entire system. This system monitored the situation in various districts in real time and ensured immediate resolution of technical issues. The District Courts remained in contact with the High Court throughout the day through dedicated video conferencing connectivity.
District Legal Services Authorities were also engaged to provide citizens with essential information regarding the digital payment system. Coordination was also established at the state level with union Bank of India and police authorities, ensuring a seamless exchange of challan data, payment, and receipt processes.
This initiative by the High Court is a significant step towards a digital payment system that eliminates the need for cash transactions at the counter and ensures complete paperless records. Citizens can complete the payment process in a matter of moments through their mobile phones. This system has strengthened efficiency, transparency, and technology-enabled judicial administration in the District Judiciary of Uttar Pradesh, as well as the speedy and effective disposal of traffic challans and minor offenses.
