Odisha govt.directs departments, collectors to ensure time-bound compliance with waste management rules

Bhubaneswar, Oct 21 (UNI) Odisha Government on Wednesday directed all concerned departments and district collectors to ensure time-bound implementation of the Solid Waste Management Rules-2026, calling for stricter enforcement, scientific waste processing and coordinated action to strengthen waste management systems across the state.
The directive was issued at the first meeting of the state-level committee constituted to oversee the implementation of the new rules, held at Lok Seva Bhavan here under the chairpersonship of Chief Secretary Anu Garg.
The meeting reviewed the provisions of the new rules, compliance with various Supreme Court directives, departmental responsibilities and the roadmap for their effective implementation, with particular emphasis on environmental protection and strengthening waste management infrastructure in both urban and rural areas.
Convened by the Odisha State Pollution Control Board (OSPCB), the meeting was attended by Additional Chief Secretary of the Housing and Urban Development Department Usha Padhee, secretaries of the concerned departments who are members of the committee, and other senior officials.
OSPCB Member Secretary Manoj V. Nair made a detailed presentation on the key provisions of the Solid Waste Management Rules-2026. The discussions focused on waste collection and disposal, segregation at source, scientific processing, digital monitoring and accountability of all stakeholders.
Reviewing the status of solid waste management across the state, the committee stressed the need to strengthen waste collection, segregation and scientific processing systems in urban areas while ensuring the safe disposal of residual waste.
District collectors were directed to establish effective waste management systems in their respective districts, strengthen integrated monitoring mechanisms and ensure strict adherence to the prescribed rules.
The committee also emphasised the need to set up dedicated solid waste management cells at the district level, identify suitable land for waste management facilities, operationalise sanitary landfills and waste processing units, and scientifically remediate legacy waste dumpsites.
It further called for strict compliance by bulk waste generators and effective monitoring of their waste management practices.
Recognising the importance of public participation in maintaining cleanliness and protecting the environment, the committee discussed incorporating solid waste management into school curricula to sensitise students to responsible waste disposal and environmental conservation.
It also decided to undertake extensive public awareness campaigns involving local communities, elected representatives, industries, educational institutions and citizens to promote responsible waste management practices.
The meeting stressed the need for close coordination and regular reviews among the Housing and Urban Development Department, Panchayati Raj and Drinking Water Department, Rural Development Department, School and Mass Education Department, district administrations, OSPCB and other concerned agencies.
Garg directed all concerned departments and district collectors to complete the requisite compliance-related activities within the timelines prescribed by the OSPCB, underscoring the need for coordinated and accountable action to ensure effective implementation of the new rules.
