Putin appoints five new Russian Cabinet members in government reshuffle Moscow

Moscow, Oct. 22 (UNI) — Russian President Vladimir Putin on Thursday signed decrees appointing five new members of the government's Cabinet after their approval by the State Duma, the lower house of parliament, the Kremlin said.
Under the reshuffle, Anton Siluanov was appointed deputy prime minister and finance minister, while Andrey Nikitin became deputy prime minister. Irina Okladnikova was named deputy prime minister and chief of the government staff, Oleg Kozhemyako was appointed deputy prime minister and presidential envoy to the Far Eastern Federal District, and Dmitry Yadrov became transport minister.
The restructuring creates a new combined position of deputy prime minister and finance minister, increasing the number of deputy prime ministers from 10 to 11.
Siluanov, who has led the Finance Ministry since December 2011, was relieved of his previous ministerial position as part of the changes.
Putin also dismissed Dmitry Grigorenko as deputy prime minister and chief of the government staff.
Sberbank said its supervisory board would consider Grigorenko's appointment as deputy chairman on November 10. He is expected to oversee strategic projects, including cooperation with the government and regional authorities on digitalisation and the use of artificial intelligence in the public sector, according to the bank.
Yury Trutnev was removed from his posts as deputy prime minister and presidential envoy to the Far Eastern Federal District and appointed a presidential aide.
Nikitin previously served as transport minister, a position he held from July 2025. Yadrov had headed Russia's Federal Air Transport Agency, known as Rosaviatsiya, since September 2023.
Okladnikova previously served as first deputy finance minister, while Kozhemyako was governor of Primorsky Krai. He has also led three other regions in Russia's Far East during his political career.
The restructured Cabinet was scheduled to hold its first meeting on Thursday, the government press service said.
The reshuffle comes as Russia continues to face Western sanctions over its war in Ukraine, putting pressure on the economy and government finances.
