Railways replaces pass-fail test for Train Managers

New Delhi, Oct 20 (UNI) The Railway Board has replaced the existing pass-fail examination at the end of refresher courses for Train Managers (Guards) with a three-tier grading system, making special monitoring mandatory for those scoring below 60 marks and introducing regular counselling for employees with lower assessment grades.
The revised assessment framework, notified through the Railway Board, came into effect from the date of issue and follows recommendations of the High Level Safety Review Committee, popularly known as the Kakodkar Committee.
Under the new system, Train Managers securing 80 marks or above will receive Grade A, those scoring 60 to below 80 marks will receive Grade B, and those obtaining fewer than 60 marks will receive Grade C.
Train Managers awarded Grade C will be placed under special monitoring at the divisional level through structured counselling sessions. Railway authorities have also been directed to ensure their maximum participation in safety seminars, safety drives and other counselling-related programmes.
Those receiving Grade B will be counselled frequently by the Lobby In-charge or Station Manager/Supervisor. Records of these sessions must be maintained at the lobby level, with consolidated reports forwarded periodically to the Divisional Office.
The Railway Board has also directed that records of five consecutive performance gradings be maintained for every Train Manager. Each assessment must be acknowledged by the employee concerned.
The grading records, along with the competency certificate, will be forwarded to the respective training centre at the time of the Train Manager's next refresher course.
A consolidated assessment record will be maintained at the divisional level to monitor performance trends, identify recurring deficiencies and plan targeted training interventions. Each grading will remain valid until the next refresher course.
The Board said the revised system would "promote uniformity across running staff categories" and contribute to strengthening safety standards in train operations.
The grading-based assessment system was developed and approved by the Board's Member (Operations and Business Development) and Director General (Human Resources).
The circular directs railway administrations to implement the revised provisions of the refresher training module for Train Managers.
The instructions have been circulated to all zonal railways, production units, centralised training institutes and the Research Designs and Standards Organisation (RDSO), Lucknow.
