Saini set to woo Gujarat with Haryana’s Rs 5 Lakh crore investment pitch

Surat, Oct 26 (UNI) In a sweeping offensive to lure capital and cement its status as India’s next industrial powerhouse, Haryana Chief Minister Nayab Singh Saini will descend on Gujarat’s commercial hub on Tuesday with a high-voltage delegation, kicking off a two-day investment blitz across Surat and Gandhinagar aimed at locking in commitments worth lakhs of crores and generating over ten lakh jobs by 2030–31.
Kicking off the Haryana government’s most aggressive outstation investment campaign yet, Saini is to plunge into a series of one-on-one parleys with top industrialists and non-resident investors here, even as his administration unveils the architecture of its “Make in Haryana Industrial Policy-2026” designed to turn the state into a manufacturing and export magnet.
Accompanied by Industries and Commerce Minister Rao Narbir Singh, the Chief Minister’s first stop in Surat will see closed-door, face-to-face negotiations with marquee investors and business leaders, focusing on greenfield expansions, sectoral diversification and the ease of planting operations in Haryana.
The evening is set to host a glittering Pravasi Milan Samaroh, where Haryana’s diaspora networks and corporate heavyweights will be roped into a direct conversation on the state’s industrial reboot, its cultural leverage and its rapidly hardening infrastructure spine.
“The Surat-Gandhinagar roadshow is not a ceremonial exercise; it is a transaction-oriented mission to park fresh capital on Haryana’s soil,” said Dr. Amit Agarwal, Industries and Commerce Commissioner and Secretary, who is shepherding the delegation. “We are not merely inviting interest; we are negotiating projects, partnerships and MoUs that will reshape the state’s economic geography.”
Arithmetic is ambitious. Through its 2026 industrial policy, the Saini government is aiming to attract roughly Rs 5 lakh crore in new investments and create more than 10 lakh employment opportunities by the turn of the decade. Officials say the policy bundle includes aggressive fiscal sweeteners, plug-and-play industrial infrastructure, a skilled manpower pipeline and single-window clearances calibrated to outcompete rival states.
On Wednesday the roadshow will shift to Gandhinagar, where the Haryana Investment Roadshow will bring together sector-spanning industrialists, institutional investors and policy architects for a full-dress presentation of the state’s manufacturing corridors, logistics grids, connectivity advantages and sector-specific business openings. The agenda includes detailed deliberations on proposed MoUs, joint ventures and large-scale manufacturing commitments.
“The roadshow will foreground Haryana’s policy stability, its robust freight corridors, proximity to the national capital and its expanding base of skilled human resources,” Dr. Agarwal said. “Our message to domestic and global capital is clear: if you are looking for a destination that combines scale with speed, Haryana is open for business.”
The Gujarat outreach, officials said, is deliberately timed to tap into the investor momentum concentrated in the western industrial belt, using Surat’s diamond-and-textile energy and Gandhinagar’s administrative weight to anchor Haryana’s pitch as the country’s emerging northern investment frontier.
With Saini personally steering the negotiations, the state hopes to convert boardroom conversations into signed commitments, turning the Gujarat mission from a mere roadshow into a hard harvest of investments.
