UP Govt jobs will no longer be held up waiting for character verification

Lucknow, Oct 29 (UNI) After being selected for a government job, young people will no longer have to wait for the character verification report to be received before they can be appointed.
The Uttar Pradesh government has issued a new integrated policy for character and antecedents verification to simplify and streamline the recruitment process.
Under this, selected candidates will be issued appointment letters, subject to conditions, even while the police verification process is ongoing.
Appointments will be confirmed if the verification report is found to be correct.
Police and related officials will be required to provide the verification report within 30 days.
This will eliminate unnecessary delays in the appointment process and relieve candidates from having to repeatedly visit police and administrative offices.
The government order issued by Principal Secretary M. Devraj clarifies that the process of issuing appointment letters will not be halted merely due to a pending verification report.
Appointing authorities will issue appointment letters after receiving the prescribed verification form and self-declaration from the candidate.
However, appointments to security-sensitive posts will be granted only after detailed verification has been completed. In such special cases, prior approval of the Chief Minister will be required as per the prescribed procedure.
The new policy has taken special care of the convenience of candidates.
Under normal circumstances, the police or local intelligence unit will not visit the candidate's home for character verification.
They will not be called to appear in person. There will be no need to request additional documents. The police will investigate and submit a report based on available records.
In special circumstances, the District Magistrate may conduct an on-the-spot investigation upon the request of the appointing authority.
The Director General of Police (Intelligence) and District Magistrates will be required to provide a report within 30 days of receiving the reference for verification.
If a report is not received within the stipulated time, the appointing authority will refer the matter to the Home Department.
The Home Department will ensure the necessary action is taken to ensure the provision of the report.
The government has also clarified the rules regarding criminal cases. The mere presence of an FIR, pending investigation, or filing of a charge sheet will not automatically disqualify a candidate.
The nature of the crime and the status of the case in court will determine their eligibility. Disqualification will apply to certain specified categories of serious crimes based on the framing of charges or conviction by a court, while conviction will be required for other categories.
Provisions have also been made for relief in cases of final acquittal by a court, settlement of a case through compromise in accordance with the law, and certain minor offenses.
However, candidates must provide accurate information about the cases registered against them.
Deliberate concealment or misrepresentation will result in cancellation of appointment and legal action. Even if a candidate receives an adverse report from the police or local intelligence unit, they will be given an opportunity to present their case.
The District Magistrate will conduct a hearing with the candidate before sending their report to the appointing authority. This hearing can also be conducted online.
Character verification will not be required for employees already in government service. If necessary, information can be obtained from their former department.
Information will also be obtained from the police of the respective state for candidates who have lived outside Uttar Pradesh for one year or more in the last five years. The new policy will apply to direct recruitment appointments in government departments, corporations, councils, educational institutions, autonomous bodies, undertakings, and local bodies.
The already pending cases will also be disposed of as per the new guidelines.
